Ocean Surveillance Center RDT&E Division (NCCOSC RDTE Division),
informally referred to as NRaD, has implemented a program entitled NRaD
Blue Ribbon Vendor Program (NRaD BRVP). The purpose of the NRaD BRVP is
to formalize the Contracting Officer's authority to exercise prudent
business judgment in awarding supply and service orders that have
historically been awarded based on price only. Under this program,
price, past quality and delivery performance are evaluated. Award is
made to the offeror, that in the Contracting Officer's judgment,
provides the greatest value to the Navy, and membership on the NRaD
Blue Ribbon Vendor List will be a major evaluation factor. The
Contracting Officer may, based upon demonstrated dependable quality and
delivery performance, in accordance with stated evaluation factors,
award to a Blue Ribbon offeror at a price up to 10 percent higher than
the lowest-priced responsible offeror. Additionally, Blue Ribbon
Vendors will be solicited to the maximum practical extent. To initially
qualify for NRaD Blue Ribbon Vendor status you must have successfully
completed an NRaD purchase order, a delivery order under a GSA
contract, a Blanket Purchase Agreement (BPA) delivery order, or a
Government-wide Commercial Purchase Card (IMPAC Visa card) order,
within the previous 12 month period by providing on-time delivery of
acceptable supplies or services, or provide the previous 12 month
history with other Government agencies of on-time delivery of
acceptable supplies or services in response to any Request for
Quotation issued by this activity. To maintain Blue Ribbon Vendor
status you must maintain an average of 95 percent or higher for on-time
delivery of acceptable supplies or services on all NRaD small
purchases. When computing the average, each line item deliverable
within the order will be considered as a separate delivery. All vendors
are encouraged to participate in the NRaD Blue Ribbon Vendor Program.
Upon request, NRaD will inform all vendors who have completed
deliveries in the past 12 months of their status. Vendors who qualify
will be placed on the NRaD Blue Ribbon Vendor List. Vendors failing to
qualify will be advised of the reason by request. The performance of
Blue Ribbon Vendors will be continuously reviewed to ensure that
quality and delivery performance continue to meet the criteria. Blue
Ribbon Vendors who fail to maintain their Blue Ribbon status will be
reinstated when their performance improves and their average rate for
delivery of acceptable supplies or services is at least 95%. Questions
