Development (USAID) contemplates issuing a Request for Proposals (RFP)
for a five year fixed unit price contract whereby the awardee will be
required to provide experienced personnel to design and conduct a pilot
''Grants Management for USAID'' course, covering 5 instructional days,
and to present the course as ordered for a five year period for the
Office of Procurement Policy (M/OP/E). The course is intended to
provide USAID nominated training participants with an overall knowledge
of the structure of the Federal Grant and Cooperative Agreement Act and
applicable Agency guidance and codified rules. The course is also
intended to enable the training participants to function independently,
at a limited level, in problem solving. The RFP will be subject to
competition among small business firms only. All responsible small
businesses may submit a proposal which shall be considered by the
Agency. To help identify potential subcontractors, a list of all
organizations requesting a copy of the solicitation will be sent with
each solicitation document. By providing the list, USAID does not
endorse the listed organizations as being capable of carrying out the
activity, nor does USAID verify the claimed status of the
organizations. Necessarily, the list will contain the names of only
those organizations known prior to the issuance of the solicitation
document. Interested offerors may request a copy of
RFP-M/OP/B/HNE-96-003 by submitting a written request along with three
self-addressed self-stick mailing labels. Please do not send stamped
letter sized envelopes. Walk-in and mail requestors must provide a
written request for the RFP, along with three self-addressed self-stick
mailing labels. Telephone requests will not be honored. This CBD notice
