The work shall consist of providing the services, materials and FINANCING necessary for the Energy Savings Performance Contract (ESPC). This ESPC project will replace ballasts and lamps with the objective of substantially reducing lighting energy consumption and improving lighting quality. Under the terms of the ESPC, the contractor shall be required to perform all services to achieve and maintain the proposed energy savings such as design, deliver, install, commission, maintain and repair the retrofit lighting system during the term of the contract as well as provide FINANCING for the project. Payment for these services will be made over the term of the contract from resulting energy cost savings and shall be based on guaranteed performance. Buildings under consideration for this lighting project include any part or all of Buildings 3, 5, 6, 21, 86, 105, 106, 110, 142, 302, 309, 320, 333, 398, 500 and 501. These buildings house a total of 652,640 square feet. Based on a survey of Building 501, the average lighting power density is currently 2.24 W/sq. ft. Depending on the needs of the agency, work in most rooms of the buildings will have to be accomplished during the hours of 5:00 p.m. to 8:00 a.m. when offices are unoccupied. The buildings are served by The Cleveland Electric Illuminating Company, a Centerior Energy Company. The Contractor will be required to full utilize any rebates or other utility incentives in order to reduce the cost to the Government over the term of the contract.
