Officer, (615)454-5174. This turnkey project is for the design,
fabrication, installation, and testing of a renovated refrigeration
system at Building 878 of Arnold Engineering Development Center (Arnold
AFB), Tennessee. The contractor shall modify three refrigeration units
as necessary to convert them from R-12 use to R-134a use. Each system
is composed of a refrigeration unit, a TCE brine circulation system,
and heat exchanger coils. The existing units are approximately nine
years old. Existing equipment may be re-used if certified as acceptable
for use with R-134a. All pressure vessels, including condensers,
economizers, evaporators, compressors, filter driers, and lube oil
coolers shall be fabricated, assembled, and erected in accordance with
ASHRAE STD-15 and ASME VIII, Div. 1. Related elements of work include
repair or replacement of existing concrete bases, removal of lead or
barium-containing paint from existing equipment, painting of carbon
steel or structural steel surfaces, and renovation or replacement of
existing piping. The estimated order of magnitude is $500,000 to
$1,000,000. Proposed performance period is sixteen months following
contract award (seven months for design and nine months for
implementation), but is negotiable. Any responsible firm may submit a
proposal which will be considered. Foreign participation is authorized.
Any firm responding to this notice should do so in writing and should
indicate whether or not it is a small business and whether or not it is
a small disadvantaged business. Please note that the ''due date''
referenced above is an anticipated release date for the RFP and not a
due date for the submission of proposals. An Ombudsman has been
appointed to hear concerns from offerors or potential offerors during
the proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the program director or
contracting officer, but to communicate contractor concerns, issues,
disagreements, and recommendations to the appropriate government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the cocern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
