(202)622-1582 58 - REQUEST FOR VENDOR PARTICIPATION, The United States
Secret Service, on behalf of the Federal Law Enforcement Wireless
Users Group (FLEWUG), is seeking vendor equipment and participation,
via a no cost bailment type agreement, to test narrowband (12.5 kHz
channel bandwidth) digital radio systems in an operational environment.
The pilot project, with joint participation of member agencies of the
FLEWUG and various state and/or local government organizations, will
evaluate and test VHF (150-174 MHz) and UHF (406-470 MHz) conventional
(non-trunking) equipment utilizing narrowband digital technology with
the Improved Multi Band Excited (IMBE) Vocoder as recommended in
TIA/EIA Interim Standard (IS) 102.BABA (Vocoder Description) and the
Common Air Interface (CAI) as specified in TIA/EIA Telecommunications
System Bulletins (TSB) 102.BAAA (Common Air Interface) through
TSB102.BAAD (CAI Operational Description for Conventional Channels) and
proposed interim Federal Standards (FED-STD) 1102 and 1106. The test
program, which will be conducted at specific locations to be
determined, will evaluate proof of operational concepts and
interoperability capabilities. The program, which will last
approximately one year, is envisioned to consist of an undetermined
number of base stations/repeaters and subscriber (mobile and portable)
units from multiple vendors. Prototype and engineering models will be
acceptable for this pilot program. During the pilot test period
equipment and operational concepts will be evaluated to determine the
feasibility of future programs. Manufacturers participating in the
evaluation will be free to make changes in their equipment as upgrades
become available. The program manager(s) will provide periodic reports
to the participants identifying technology shortfalls and suggested
resolutions relating to the open architecture of the system. An
''after- action'' report will be prepared and provided to all
participants. Results of the test will not be used for evaluation or
basis for qualification in future procurement actions. Participation or
nonparticipation will not be a consderation in future competitive
procurement actions. Letters from manufacturers stating their intent to
participate will be accepted through January 31, 1996. All requests for
participation shall be in writing. The government reserves the right to
limit the number of participants in the test(s). Any questions and/or
concerns of the manufacturers should be addressed in the letter. The
government will host a meeting of all intended participants to discuss
the pilot program(s) in more detail at a time and location to be
determined, but no later than March 1, 1996. Draft copies of the
Memorandum of Agreement (MOA) will be provided on request to those
