66 -- INSTRUMENTS AND LABORATORY EQUIPMENT SOL FCGS-X5-94-0039-1-N DUE 012596 POC Novelene Burns, (703) 305-6201; (703) 305-5537 The Scientific Equipment Division invites you to participate in the first open Season covering Federal supply schedule group 66,part II, section a, instruments and laboratory equipment, for the period October 1, 1996, (or date of award whichever is later) through September 30, 1999. Solicitation is to issue on or about December 12, 1995, closing on or about January 25, 1996. This is a three year contract with one open Season. This will be an indefinite delivery indefinite quantity contract, FOB destination. Use of the schedule will be on a nonmandatory basis. Anyone considering submitting an offer is advised to review the Solicitation thoroughly. All existing contracts under this multiple award schedule Solicitation will be modified to include an option to extend the term of the contract an additional five years, clause I-FSS-164-dwill apply. The Contracting Officer may exercise the option by providing awritten notice to the contractor Ten months before the expiration of thecontract. The contract expiration date is 9/30/99. In the event that acontractor does not wish to exercise the option to extend, the contractor may submit a new proposal for the option period. The Contracting Officer will consider submission for identical items when the offer is equal to or lower than the current contract price. Current contractors will be allowed to submit offers for identicals items during this first open Season only, when an offer is received for an identical item with a price that is equal to or lower than the current contract price for that identical item. The contractinf Officer will award one contract for each specific product through competitive negotiations on the basis of the lowest net price offered. Any offers for identical items received after this open Season will be acutomatically rejected. Clausei-FSS-125, orders exceeding the maximum order (Mo) (August 1995) will apply. This clause provides instructions for placing orders over the maximum order as defined in the delivery order limitation clause (52.216-19). To assist the customer agencies to determine when they should seek a price decrease, a level called the maxium order will be established under each contract. When an agency order exceeds the established maximum order amount, It is recommended that the agency contact the vendor for a reduced price. The vendor will not be obligated to accept these orders in accordance with FAR 52.216-19. Clausei-FSS-164-B, option to extend the term of the contract (Aug 1995), the Scientific Equipment Division intends to exercise an option to extend the term of the contract, clause I-FSS-164-B, for current contracts issued under Solicitation Numbers FCGS-X5-94-0039-B-N and FCGS-X5-94-0039-1-N. The option to extend will allow current contracts issued under these solicitations to be extended for an additional five year period with annual open Season periods. Current contractors will have the opportunity to exercise this option by completing modification number 600. Modification 600 is applicable for those contractors who wish to extend current contracts only if all discounts, terms, and conditions of the previous award remain the same. Otherwise, the current contract will expire on September 30, 1999, and a new offer may be submitted under Solicitation to be be issued at a later date, for award consideration. When the option to extend the term of the contract is exercised, current contrcts will become indefinite delivery-indefinite quantity (idiq) contracts with a guaranteed $100 minimum purchae for the contract period. The industrial funding Fee (iff), clause 552.238-77, for the option period will apply. Use of this schedule will be on a nonmandatory basis. The submission of identical items will be considered when the offer is equal to or lower than the current contract price. Current contractors will be allowed to submit offers for identical items during the open Season period only. Receipt of offers onidenticl items will result in competitive negotiations with new offers and the current contractor who has the item on contract. Any awards made for identical items will be valid for the term of the contract. Any offer for identical items received after this open Season will be automatically rejected. Clausei-FSS-125, orders exceeding the maximum order (Aug 1995) will apply. Contractors awarded a contract under this multiple award schedule will be required to placewheir pricelists on a menu driven on-line database system designed to provide customers with access to products and services under GSA contracts. Contractors will be encouraged to transmit their file submission electronically through the EDI Government facnet system using a value added network (Van). The necessary format and information will be provided on diskete to contractors who are not EDI capable.
