POC Timothy Whalen, Buyer, 719-472-2794. This requirement is for the
purchase of services to conduct a natural gas leak detection survey and
to conduct cathodic protection on the Air Force Academy. Contractor
will provide the necessary equipment, manpower, and materials to
conduct a natural gas leak detection survey of the Academy's 53 miles
of natural gas line and 1300 services. This includes the proper use of
safety equipment and procedures. A Portable Flame Ionization survey
will be conducted to determine any leakages. The survey will be
conducted on the sensitivity range of 10 ppm. The survey instrument
will be periodically checked while in use and tested daily or prior to
use to insure proper operation. All the equipment used in the survey
will be calibrated in accordance with manufacturer's specifications.
When a leak is detected, it must be verified by placing plunger bar
holes in the ground and taking readings with a combustible gas
indicator or testing with leak solution on exposed piping. Each
location where combustible vapors are detected and centered will be
evaluated and classified by the contractor in accordance with G.P.T.C.
standards. Once the survey is completed, the contractor will complete
a detailed AutoCADD version 12 drawing of natural gas lines that
includes natural gas line size, valve locations, underground location
within 1 foot, and leaks detected. The drawing and final report will be
sumitted in paper and digital format to the 10th CES Maintenance
Engineering Flight. Contractor will provide the necessary equipment,
manpower, and materials to conduct a cathodic protection survey of the
Academy's 53 miles of natural gas line and 1300 services. This
includes the proper use of safety equipment and procedures. This survey
will include pipe to soil readings and measuring the cathodic
protection potential on both sides of dielectric fittings. Once the
survey is completed, a detailed AutoCADD version 12 drawing of natural
gas lines and the survey results will be accomplished and presented in
paper copy and digital format to the 10th CES Maintenance Engineering
Flight. Firm Fixed Price Purchase Order under Simplified Acquisition
