Notice of Contract Action for Vehicle Integrated Thermal Management
Analysis Code Program. The Wright Laboratory, Advanced Propulsion
Division, Propulsion Systems Branch, is contemplating the award of a
36-month program for the continuation of enhancements of a high-speed
(supersonic and hypersonic) propulsion thermal energy management
computer code, known as the Vehicle Integrated Thermal Management
Analysis Code (VITMAC), which has been under development by the Air
Force, formerly under the National Aero-Space Plane (NASP) program and
currently under the Hypersonic Technology (HyTech) program.
Significant progress has been made on VITMAC to develop the capability
to computationally assess and design, on a component-to-system level,
thermal management systems that integrate the vehicle's cooling
network(s), thermal-fluid responses, external and internal heat loads
and fluxes, fuel tank status and structural thermal responses. With the
new HyTech program, new and supplemental computational capabilities are
needed in order to be responsive to in-house analytical requirements.
Enhancements include endothermic fuel and phase change fluid thermal
modeling, high-speed dual-mode propulsion thermal loads and
performance, rigorous optimization and tradeoff routines, and real-time
data visualization output. Respondents must have previous expertise in
high-speed propulsion thermal management, heat transfer, computational
code development and integration, and with VITMAC. The prospective
offeror must also have the capability to further develop and execute
the code on multiple operating systems and platforms, i.e., VMS, UNIX,
SGI, and DOS. Due to the compressed schedule for operability,
prospective offerors must demonstrate the ability to proceed with
further development of this code with minimal transition time. Research
and Development Streamline Contracting Procedures (RDSCP) apply to this
acquisition in accordance with DFARS 235.70. A standard request for
proposal (RFP) will not be issued. The complete solicitation will
appear in a subsequent edition of the Commerce Business Daily. As such,
respondents to this notice must include complete address information to
the office idicated below in order to receive any supplemental
packages/amendments. Firms responding should indicate whether they are,
or are not, a small business, a socially and economically disadvantaged
business, a woman owned business, a historically black college or
university, or minority institution. For this item the general
definition to be used to determine whether your firm is small is as
follows: ''A small business concern is a concern that is independently
owned and operated, is not dominant in the field of operation in which
it is bidding on government contracts and with its affiliates, the
number of employees does not exceed 1000 persons.'' SIC Code 8731
applies. ''Concern means any business entity organization for profit
with a place of business in the United States, its possessions, Puerto
Rico, or the Trust Territory of the Pacific Islands, including but not
limited to an individual, partnership, corporation, joint venture,
association or corporation.'' The Air Force reserves the right to
consider a small business set-aside based upon responses hereto. Small
business respondents should provide a statement of capabilities to
assist the Air Force in making a set-aside decision. Large businesses
are only required to submit a statement of interest to receive a copy
of the Request for Proposal (RFP). All respondents shall include in any
request their assigned Commercial and Government Entity Code.
Respondents are further requested to indicate their status as a
Foreign-owned/Foreign-controlled firm and any contemplated use of
foreign national employees on this effort. Responses should be sent to:

acquisition. The only purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to communicate his concern
during the proposal development phase of this acquisition. Potential
offerors should use established channels to request information, pose
questions, and voice concerns before resorting to use of the Ombudsman.

date for submission of responses is thirty (30) calendar days from the
publication of this notice. Firms should reference POK-96-03 in their
responses. RFP release for this program is projected in December 1995.
