B -- STATISTICAL REPORTS FROM THE DRUG ABUSE WARNING NETWORK SOL SAMHSA-OAS-96-0003 DUE 012296 POC Point of Contact - Mary Ann Deal, Contract Specialist, 301/443-0043. Contracting Officer - Beatrice L. Woods, 301/443-0043 The Substance Abuse and Mental Health Services Administration (SAMHSA) is soliciting proposals on a full and open competitive basis from qualified organizations to award a 1 year contract with a 1 year option to analyze data from the Drug Abuse Warning Network (DAWN). The objective of this contract is to produce statistical reports and special projects on drug-related emergency department visits and drug-related deaths. The production of the annual reports will require the tabulation and analysis of drug use data from hospital emergency departments and medical examiner offices collected through DAWN. The production of special projects will require the development of methods and procedures designed to enhance the utilization and dissemination of the DAWN data. Development of mathematical models will require knowledge of the DAWN sample design, nonresponse, and variance estimation. Also included is the development of a statistical imputation model for adjusting nonresponse. To qualify, organizations must demonstrate their ability to develop and prepare analytical and research reports; to perform statistical analysis of complex sample survey data; to manipulate large data files using an appropriate major programming language; to perform variance estimation; to develop mathematical models; to develop state-of-the-art statistical software packages that generate camera-ready tabular displays; and to use state-of-the-art graphic software packages. Estimated issuance date of RFP SAMHSA-OAS-96-0003 is December 22, 1995 and responses are due to be received in the Contracting Office 30 calendar days thereafter. The solicitation may be obtained in either of two ways; electronically, by downloading a file from the SAMHSA Bulletin Board System (BBS) at 1 (800) 424-2294 or by mail. To download from the BBS, you should set your communications program at 8 data bits, 1 stop bit, and parity at none (8-1-noe). SAMHSA's modems will communicate at 1200 to 9600 BPS and can negotiate with higher speed modems. If your modem is slower than 1200 BPS, you will not be able to use this BBS. Our software can use several common transfer protocols. We recommend Zmodem if it is available in your communications program; however any of those listed on the BBS should prove satisfactory. Large files will be posted as self extracting compressed files to save time during the transfer. Hardware compression features in the modems will be relied upon to provide compression for smaller files. Upon reading the file electronically downloaded you should determine if you have a continuing interest in the RFP. If so, you must either write the individual identified below that you wish copies of amendments to the RFP (if any) sent to you by mail or check the BBS regularly for amendments which will also be posted there and can be downloaded electronically. You may choose either method for obtaining amendments. Note, however, that if you rely on the BBS for obtaining amendments, at this time we have no way to assure, and will therefore assume no responsibility for assuring, you have downloaded these amendments. Requests for copies of the RFP to be mailed must be made in writing and will be honored if received within twenty calendar days after issuance of the solicitation. Requests received after this period will be filled on a first-come, first-served basis until the supply is exhausted; however, there is no assurance that copies requested after the twentieth day will reach the requestor before the due date for receipt of responses.
