Capt, USAF, at (904) 882-3377. The Air Force is contemplating the award
of a program to field new technologies in the area of High Performance
Computing (HPC). The contract will be implemented as a one year basic
contract with up to four (4) one-year options after the basic contract
period. The anticipated solicitation may include an organizational
conflict of interest clause that may preclude hardware manufacturers
from award of the subsequent contract. Sources are being sought to
provide research, delivery and integration of new commercial
off-the-shelf (COTS) technologies in support of the Air Force
Development and Test Center's (AFDTC) HPC capabilities. The selected
contractor will be responsible for analyzing proposed system upgrades
or replacements, researching new technologies to integrate into current
data processing systems and procurement of the approved equipment
item(s). Engineering design enhancements of COTS will be required to
ensure system integration and meeting the government requirements. The
HPC effort will be used in direct support of Weapons Test and
Development (T&D) programs using Eglin AFB ranges assets. New and
faster computing technologies that can be integrated into the current
HPC environment are essential for AFDTC to maintain its leading edge in
fielding world wide deliverable munitions. Required HPC capabilities
consists of two main parts which are supercomputing and high
performance data processing capabilities. Supercomputing capabilities
will include augmentation or modernization of supercomputing equipment,
very high speed hierarchical storage, very high speed network
interfaces, workstations clusters, roboline mass storage systems in
excess of 1 terabyte, and other supercomputing support equipment. High
performance data processing capabilities are equally important and
consists of equipment and software to support high performance
telemetry processing, signal processing to include data, voice, film,
and video sources, advanced digital data recorders, high speed analog
to digital signal processing, and Time Space Position Information
(TSPI) processing. Additionally, high speed processing effort includes
data analysis systems, datapresentation, T&D mission room development,
and COTS software to support the above equipment. CBD Numbered Note 25
applies. All vendors responding to this synopsis must provide evidence
of capability to perform the above HPC research, engineering and
acquisition requirements. This evidence must include: a. Recent past
performance at other government or commercial locations performing the
same or similar functions in HPC equipment research, HPC COTS
equipment enhancements and interfacing different types of HPC
equipment. b. Qualifications of company/personnel to perform the above
tasks and they must either possess or have the ability to obtain DoD
Secret Security Clearances. c. Ability to rapidly procure both
supercomputing and high performance data process equipment stated
above. Currently, Eglin's supercomputing equipment consists of a CRAY
Y-MP 8/128 (EIOS), CRAY YMP/EL 4/232, a CRAY T3D 128/8, and a STK Silo
4400. Responses shall be evaluated and a solicitation source list
established of those determined capable of fulfilling the Air Force's
requirement. Responses must be forwarded to: AFDTC/PKZ, Eglin AFB, FL
32542-5000 and must be received not later than 15 Jan 96. Technical

contracting officer but to serve as an honest broker and communicate
any contractor concerns, issues, and disagreements to the appropriate
government personnel. Routine technical and contracting issues should
therefore continue to be directed to the technical and contracting
staff identified elsewhere in this synopsis.'' Firms responding to this
