action originally submitted 12/01/95. Ames FIP Services Contract-The
Government intends to issue a cost plus incentive fee, completion form
contract for FIP services performed at Ames Research Center to include
all aspects of such efforts as software development and maintenance,
engineering, advanced networks, data integration of FIP hardware and
software systems, experimental and analytical engineering with
deliverables in fields such as aeronautics, controls, optics, physics,
mechanics, astronautics, acoustics and electronics in support of
laboratory and wind tunnel operations and research programs. Contract
performance will also require: systems development to include computer
systems, data systems, laboratory systems, advanced networking on a
global scale, and communication systems; FIP technology applications
development, acquisition and integration of advanced FIP hardware and
software systems in support of such fields as aeronautics, controls,
optics, physics, mechanics, astronautics, acoustics, earth sciences.
Pre viously, the Government acquired these activities on a Cost-Plus-
Award Fee, Level of Effort (LOE), task order basis. Under this
successor contract, the LOE approach has been replaced with task
specific performance incentives. Specifically, the Government will
continue to use task orders as the vehicle to acquire necessary
services. However, these task orders will be performance based and will
be restricted to the acquisition of ''outcomes or outputs'' where the
period of performance and scope will be limited to work and products
that can be well defined and priced. In no event will open-ended tasks
be issued which lack discrete task objectives or deliverables. Work
will be specified by task order. Work to be performed primarily at Ames
Research Center, Moffett Field, CA. Estimated starting date of July 1,
1996. Contractors interested in being considered for prime contract
award must demonstrate a capability to manage and fulfill the
requirements listed below for up to five years, one year base period
and 4 one-year option periods. The contract ill have the small/small
disadvantaged business goals of 10% small business, 15% small
disadvantaged businesses of the contract value, respectively. The
Government intends to issue a Draft RFP on or about December 15, 1995
as a result of this announcement. Comments should be returned to the
following e-mail adddress no later than 12 working days after posting

copies of the draft solicitation will not be made available. All
responsible sources may submit a proposal which shall be considered by
the Agency. All requests for copies of solicitation RFP2-36163 (ELR)
