notification of intent to issue a solicitation, F09603-95-R- 13032, for
the acquisition of Programmed Depot Maintenance (PDM) of C-130
Aircraft. The Mission Design Series (MDS) will be C-130E, C-130H (S/N
73-1582 thru S/N 83-0486 and sussequent), and United States Coast Guard
(USCG)(HCH S/N 72-1300 thru HCH 87-0156). PDM involves
receiving/handling, strip/repaint, disassembly, comprehensive
inspection, repair and modification, support for functional test
flights and processing for delivery of aircraft. The emphasis is on
primary airframe structure not accesible during field level
maintenance. A particularly important aspect of PDM is corrosion
control, including cleaning, corrosion removal, treatment
repair/replacement of components and finishing. In addition,
unscheduled aircraft will be input under the Drop- In Maintenance (DIM)
provisions. The acquisition will be full and open competition. It is
anticipated two Firm-Fixed Price (FFP) contracts will be awarded. One
contract may be awarded; however, the place of performance for a
portion of the work will be restricted to the PACAF Theater. The
remainded of the work will be restrited to the CONUS or Canada. The
PACAF Theater includes the following geographic areas: Japan, South
Korea, The Philippines, Singapore, Australia, New Zealand, Malaysia,
Thailand, Indonesia, and Hong Kong (until 1999). Offerors may propose
on either/both requirements. All businesses requesting a copy of the
solicitation will be furnished one. Firms which have alreasy requested
a copy of this solicitation need not request another copy. Cage code
must be included with the request, along with the complete company
address and point of contact. A pre-solicitation conference is planned
on or about Feb/Mar 96 at Robins AFB GA. All offerors and their
representative MUST have the appropriate visitation request/clearance
on file at WR-ALC prior to their visit. Some direct parts and material
required for aircraft repair will be provided by the Government. The
remainder will be provided by the contractor. The projected quantities
of aircraft requiring performance in the PACAF Theater are as follws:

10-47 36 12 Standard flow time is 150 calendar days for the first
aircraft with a 100 calendar day flow time (110 calendar days for USCG)
to be achieved on aircraft four and subsequent. This Draft Request For
Proposal (DRFP) will incorporate to the maximum extent possible new
acquisition reform initiatives including a Statement of Objectives and
a Performance Specification. Offerors will be required to meet certain
Mimimum Mandatory Requirements (MMRs). MMRs are the lowest threshold
acceptable in capacity and capability. Failure to demonstrate that all
MMRs can be met may cause a proposal to be rejected initially. MMRs
include, but are not limited to, the following: a. Hangar space in the
CONUS/Canada to house 15 fully assembled C-130 Aircraft and/or hangar
space in the PACAF Theater to house 5 C-130 Aircraft. b. Enclosed wash
rack in the CONUS/Canada with capacity to maintain wash and rinse water
at a temperature of 130 degrees Farenheit, to clean aircraft at a rate
of 5/month in the CONUS/Canada and/or 2/month in the PACAF. c. Closed,
dedicated hangar in the CONUS/Canada for painting/depainting aircraft
at a rate of 8/month and/or 2/month in the PACAF. A mimimum of 20 ft
clearance is required between the aircraft and any obstruction. d. All
hangars shall be free of obstruction, such as vertical support beams
and have a mimimum height of 40 ft and a minimum width of 140 ft. e. A
runway with a minimum length of 5,000 ft and a minimum width of 150
ft. f. Capability to handle and dispose of all hazardous waste. g.
Backshops with a demonstrated manufacturing capability. h. Inside space
to segragate and control approximately 8,000 line items of property. i.
Offerors shall provide all engineering services to support the work
requirements of this effort. j. Offerors shall have and maintain for
the life of the contract, two full time engineers, available on site,
with a B.S. degree in mechanical/aeronautical/aerospace engineering.
Facilities located at Sacramento Air Logistic (SM-ALC) may be available
for contractor use, however, the Government is in theprocess of
identifying the extent of the facilities to be offered. More definitive
information will be provided concurrent with issuance of the DRFP. It
is impractical to distribute all applicable specifications, drawings,
and reference documents with this solicitation. This data my be

The above information is subject to change as requirements/procedures
may change prior to solicitation. A DRFP is expected to be issued on or
about Jan/Feb 96. Concerns who have already requested a copy of the RFP

concerns that are not resolved through established channels. The
purpose of the Ombudsman is not to diminish the authority of the
program director or contracting officer, but to communicate serious
contractor concerns, issues, disagreements, and recommendations to the
appropriate government personnel. When requested, the Ombudsman will
maintain strict confidentiality as to the source of the concern. The
Ombudsman does not participate in the evaluation of proposals or in the
