AGENT (301) 402-3355. The National Institutes of Health (NIH) in
Bethesda, Maryland, under Statutory Authority: 41 USC 253(c)(1) FAR
6.302-1 ''Only one responsible source and no other supplies or services
will satisfy agency requirements'', intends to procure Technical
Support Services for the National Institute of Child Health and Human
Development (NICHD), National Institutes of Health (NIH) from Dr.
Birgit An Der Lan. The specifications needed to meet the minimum
requirement are listed below: 1) The contractor shall coordinate the
publication of the National Institute of Child Health and Human
Development (NICHD), National Institutes of Health's Annual Report,
which involves making editorial recommendations/decisions, and shall
oversee the compiling of the Institute's (NICHD) Annual Bibliography.
The contractor shall also identify ways in which these processes can be
rationalized and streamlined and shall oversee their computerization,
providing liaison between Branch/Lab secretaries and computing
contractors. 2) The contractor shall be familiar with formal
Governmental reporting requirements of the Intramural Research Program,
NICHD, National Institutes of Health. 3) The contractor shall have
research experience with publications in vaccine development of the
Laboratory of Development and Molecular Immunity, National Institutes
of Health. 4) The contractor shall have a minimum of twelve (12) years
association with the NICHD in either the conducting or the reporting
of research. The contractor shall also be thoroughly acquainted with
the projects, staff, and policies of the institute. 5) The contractor
shall attend the Board of Scientific Counselors' Meeting, twice per
year. 6) The contractor shall attend the Consultation with Scientific
Director's Meeting, once per week. 7) The contractor shall attend the
Office of Research Reporting Staff Meeting, once per week. 8) The
contractor shall represent the Intramural Research Program at various
ad hoc NICHD committee meetings, biweekly. 9) There shall be no
additional cost (Lodging, travel, etc.) to the Government for attending
the meetings specified herein. The meetings will be held at the
National Institutes of Health, 9000 Rockville Pike, Bethesda, Maryland.
10) The contractor shall condut approximately ten (10) interviews with
research staff per year. 11) The contractor's specific duties as they
relate to the Annual Report shall be as follows: a) Editing Branch
Chief's Texts, Formatting, and Proofing, b) Supervision of Photography,
c) Discussions with Printers, d) Editing Bibliography, and e) Assisting
Annual Report Coordinator. 12) The contractor's specific duties as they
relate to the approximately ten (10) PRESS RELEASES shall be as
follows: a) Discussion with Scientific Director, b) Interviewing
Investigators, c) Research and Writing, d) Clearance/Editing, and e)
Placement. 13) The contractor's specific duties as they relate to the
NIH RECORD ARTICLES shall be as follows: a) Interviews, b) Research and
Writing (For full page), and c) Editing. 14) Shall have a Ph.D. in
Biochemistry/Physiology, endocrinology/electron microscopy, fields of
research that are integral to most Intramural Research projects.
Contractors that respond to this notice must furnish concise
information directed specifically to the requirements mentioned above
in a capability statement. Please include in the capability statement
the following: pertinent information (enough technical material to
perform a proper evaluation) in sufficient detail to demonstrate the
ability to perform, terms and conditions, pricing and availability.
Responses are to be received (15) days from the date of issuance in the
