22161 R -- PROFESSIONAL SERVICES FOR IMPLEMENTATION OF PAYERID POC Anita
Tolliver, Contract Specialist, #703/487-4720 The National Technical
Information Service (NTIS) intends to negotiate solely with Peter T.
Barry Company to assist in the implementation of the PAYERID system of
which the company designed for the Health Care Financing
Administration (HCFA). The authority for this procurement can be found
at 41 USC 253(c)(1), Only One Responsible Source and No Other Supplies
or Services Satisfy Agency Requirements. The award will be made
utilizing simplified acquisition procedures. The design was awarded
through small purchase procedures, but the scope of work has been
changed to also include implementation which brings the amount of this
procurement into the Simplified Acquisition Threshold. The PAYERID
will be an online national system for identifying payers of Medicare
claims. It will efficiently and securely maintain and distribute
associated directory data. NTIS intends to negotiate solely with Peter
T. Barry Company based on the following reasons: 1. Knowledge of the
PAYERID initiative of HCFA through participation on the HCFA External
Working Group on PAYERID and participation in HCFA's National Payer
Identification Conference; 2. Knowledge of the HCFA Medicare
Transaction System and Provider Identification initiatives and their
relationship to the PAYERID initiative including familiarity with the
HCFA organizational structure and responsible managers; 3.
Understanding of the PAYERID problem as a result of chairing the
Working Group on Electronic Data Interchange (WEDI) and ANSI ASC X 12
committees for a standard health identification card and from efforts
to find an appropriate national registrar for payer/card issuer numbers
and to define the underlying infrastructure needed to employ these
numbers; 4. Experience as liaison to the WEDI, ANSI ASC X 12, ANSI ASC
X3B10, the U.S. Registrataion Committee, and the numerous other
organizations with which they have worked on this problem; and 5.
Management and technical abilities deriving from thirty-years
experience in developing complex information and telecommunications
systems. All interested firms have 15 calendar days to submit, in
writing, sufficient technical informationto permit agency analysis to
establish a bonafide capability to meet the stated requirements.
Telephone requests will not be honored. No solicitation package is
available. If no affirmative responses are received within 15 calendar
days, a purchase order will be placed with Peter T. Barry Company.
