purposes. First, is to announce the Air Force Human Systems Center is
inviting potential offerors to a Pre-Solicitation Conference. The
second is to announce that all future information regarding the
Intelligent Tutoring System (ITS) solicitation will be posted to the
San Antonio RFP and Acquisition Highway (SARAH) Home Page available
through the internet. ITS is part of the Maintenance Skills Tutor (MST)
program. MST previously released Draft RFP# F41624-93-R-1011 in 1993,
but it is no longer considered valid and the associated bidder's
mailing list is no longer relevant. All sources that responded in
writing to HSC/YAK in response to the 8(a) Sources Sought synopsis
published in the CBD on 11 Sep 95 will be included in the bidder's
mailing list for ITS RFP# F41624-96-R-1000. The United States Air Force
plans to acquire the development, production, and maintenance of
computer based Intelligent Tutoring Systems (ITS). A Pre-Solicitation
Conference will be held on the 25th of January, 1996 in San Antonio TX.
The participants of this conference should be serious potential
offerors only. The agenda will include a discussion of the technical
requirements of the contract, an overview of the Cognitive Task
Analysis (CTA) process, and a demonstration of the current state of the
art in intelligent tutoring systems. Next, the Government will discuss
its approach to streamline the acquisition process and the
implications on the evaluation process and contract management. The Air
Force procurement approach is to competitively award an Indefinite
Delivery/Indefinite Quantity (ID/IQ) Cost Plus Award Fee contract. The
contract will have a five year ordering period. The Contractor will
design, develop, produce, and test the ordered Intelligent Tutoring
Systems, and deliver required documentation. The RFP is planned for
release in March of FY96 with a contract award in the first quarter of
FY97. Until a final RFP is issued, the above approach is only a
baseline concept that may be revised based on input from industry and
other considerations. Brooks AFB has established a Home Page available
through the internet. The Human Systems Center (HSC) intends to use
this Home Page to post all future information regarding this
solicitation. The Home Page is located at (http://www.brooks.af.mil)
and attached to the Home Page is a pointer to SARAH,
(http://www.brooks.af.mil/HSC/PK/sarah.htm). Various documents
associated with the ITS RFP are posted under SARAH along with a
Question and Answer (Q&A) file for each of the documents, as necessary.
Contractors are invited to comment on the draft documentation to Capt
Holly M. Funk (funkh@diamond.brooks.af.mil), before they become final.
Contractors may also use SARAH to register their companies as
potential offerors for the ITS RFP. This announcement solicits
potential contractors who would like to attend the Pre-Solicitation
Conference to respond to the Contract Manager, Capt Holly M. Funk
(funkh@diamond.brooks.af.mil), HSC/YAK, 8107 13th Street, Brooks AFB TX
78235-5218. Please respond in writing or via e-mail within 30 days from
the date of this announcement. The requested information will enable
the Government to make appropriate arrangements for the
Pre-Solicitation Conference. Final arrangements will be posted on
SARAH. The Human Systems Center (HSC) has established an Ombudsman to
address your concerns on a non-attribution basis. Potential offerors
are encouraged to exhaust all avenues within the contracting and
program management chain as the Ombudsman is not meant to be a
substitute for actual program personnel. The HSC Ombudsman is Mr Emile
