development and presentation of the two separate training courses whose
titles were just cited. The Federal Highway Administration (FHWA) is,
however, considering the possibility of reserving, in the solicitation,
the right to make two separate contract awards from this one
solicitation: one award for a contract covering only the Erosion
course, and a separate award for a contract covering only the Runoff
course. The Erosion course would be about two days in length, and would
provide planning, design, implementation, and maintenance strategies
and effective management measures for controlling erosion,
sedimentation, and mitigating water runoff and runoff pollution from
highway projects. The Erosion course would be intended for an audience
of individuals from Federal, State, local, consultant, and contractor
agencies responsible for the basic design, implementation and
maintenance of erosion and sediment control plans and effective
best-management practices for nonpoint source pollution control. That
audience would include managers, design and construction engineers,
technicians, environmental specialists, and construction inspectors.
The separate Runoff course would be about one day in length and would
have a subject matter similar to that of the Erosion course. But the
Runoff course would be designed for an audience consisting of
individuals from local transportation agencies, county road crews and
superintendents responsible for the operation, inspection, and
maintenance of roads and bridges, and implementation of nonpoint source
pollution controls. This procurement is a 100% small business set
aside. To request a copy of the solicitation, please send a letter
request citing the solicitation number and title---along with at least
two self-addressed adhesive labels---to the FHWA at the address shown.
Facsimile requests for the solicitation will not be accepted, because
the FHWA needs the two hard-copy, self-addressed adhesive labels, for
use in mailing out the solicitation to the party requestig it, and for
