of Commerce, International Trade Administration's, Special American
Business Internship Training program (SABIT) has a requirement for
developing a Standardization Training Program (Training Program) to
train approximately 100 technical and regulatory experts from Russia
and the other Newly Independent States of the former Soviet Union
(Interns) in the areas of U.S. Government and private sector processes
and procedures for standards development, conformity assessment and
quality management. The basic qualification requirements for the
(SABIT) standards are as follows: knowledge of standards,
certification/testing, and quality assurance issues in the United
States; ability to coordinate and select private sector
participants/trainers in a training program; knowledge of
standards-related issues in the former Soviet Union; and knowledge of
standards orgranizations and U.S. private industry in the following
sectors: food processing and packaging equipment, oil and gas
equipment, and infrastructure and construction equipment. The training
program will consist of three groups: Food Processing and Packaging
February 26-April 19, 1996; Oil and Gas Equipment May 13-July 3, 1996;
Infrastructure/Construction, August 19-October 11, 1996. The National
Institute of Standards and Technology (NIST) will provide the first
two weeks of orientation for each of the three training sessions. The
Contractor will provide the remaining six weeks of training for each
group. Period of Performance is estimated to begin December 1995 and
finish at the end of October 1996. All responsible sources may request
in writing a copy of the request for quotation and must be in this
office within (15) calendar days after publication of this notice. No
solicitation document exists. Late responses will not be accepted. We
anticipate award within the Simplified Acquisition Threshold. No
