201-724-3992. 17. Market Survey: The Dismounted Battlespace Battle Lab
will hold a demonstration of quickly fieldable non-lethal
anti-personnel and anti-materiel devices/munitions/weapons. The purpose
of the demonstration is to promote user/developer interaction regarding
non-lethal technologies/weapons which have the potential of being
quickly fieldable. The firings will take place at Military Operations
in Urban Terrain (MOUT) site at Ft. Benning. Structures will be
available. Twenty (20) meter, Fifty (50) meter and one hundred (100)
meter range targets for anti-personnel device/munition demonstrations
will be available. E-type silouettes representing crowds of twenty (20)
to thirty (30) personnel will be available. The demonstrations will be
held on 18 and 19 December 1995. The selected contractors will be
advised of a firing time. Only those contractors alerted with a firing
time can attend. Contractor firings will only be witnessed by
users/government personnel; contractors will not be allowed to witness
other contractor's firings. No vehicles will be available to
demonstrate anti-materiel devices/munitions/weapons against. If the
capability can be demonstrated without the vehicle present, an
information paper is requested for consideration. Interested parties
must submit an information paper (data sheet) describing the
characteristics of the device/munition/weapon to be demonstrated. The
data sheet should include the name of the device, compatible weapon
platform, product specifications to include diameter, length, total
weight, velocity, maximum range, maximum effective range, warranty (if
any), submunition (payload and/or propelling charge, e.g., blank)
specifications to include caliber, diameter, material, shipping, to
include HAZ/COM class, explosive content; operation to include
description of operation; application, to include any previous
government testing, description of the type of target it affects, and
any alternate applications; notes, to include information on an
existing production line and any special considerations. Responses
should also include company name, addrss, point of contact, telephone
number and facsimilie telephone number. Technical point of contact for
this submission is US Army Armament Research Development and
Engineering Center, ATTn: AMSTA-AR-CCL-E (Hildi Libby), Building 7,
Picatinny Arsneal, NJ 07806-5000. Consideration will be given to those
papers received by 1600 hours on 12 December 1995. Upon receipt of the
information papers, the government will review and evaluate interested
participants requested test requirements. Every participant will
receive uniform treatment and will be notified by 14 December 1995. No
government funds or present requirement exists to support this
demonstration. The demonstration and resultant information is not
binding to the government. The demonstration will not be used as a
basis for source selection; it is for information purposes only. If the
contractor cannot supply hardware for demonstration, then response via
brochure or data sheet will be accepted for potential future
consideration. All data and results received during the testing will be
treated as proprietary. No facilities are available to secure
classified hardware or data at the test site. There are no government
funds available to support participants costs nor shall this be
construed as a commitment by the Government to proceed with any
follow-on program. No basis for claims against the government shall
arise as a result of a response to this market survey or Government use
of such information. The government reserves the right to reject in
whole or in part, any private sector input as a result of this market
survey. This market survey does not constitute the solicitation of
