Governmental Disaster Management System (hereinafter referred to as
``The System'') connects government office building and various bases
using internationally standardized LAN and WAN systems. The system
collects, controls and delivers useful information for making
administrative decisions and for citizens in case of disaster,
restoration, and reconstruction. The system consists of transmission
mechanisms, hub nodes, routers, ATM nodes, connecting items, network
OS's, servers, and a Network management system. Quantity: (the nature).

management systems. Immediate damage estimation system: 1 Set. Crisis

1 Set. Information exchanging systems. Exchanging emergency
information system: 1 Set. Supporting system for reporting P. R.
materials: 1 Set. Audio and fax system (This system memorizes voices,
information from fax and helps people use with east.): 1 Set. P.D.
communications supporting system: 1 Set. Internet-communications
supporting system: 1 Set. Communication systems. Government office
building LAN system: 1 Set. Central government office building LAN
system: 1 Set. Back-up senter LAN system: 1 Set. City/fire fitting head
office LAN System: 1 Set. Disaster management communication supporting
system. Disaster management WS system: 1 SE. Disaster management
supporting system. 1 Set. Disaster management supporting server system:
1 Set. Please not that the scheduled procurement quantities and period
above indicate currently scheduled values, and actual procurement
quantities and periods may be changed due to some one-sided reasons on
the part of NTT. NOTE: This procurement is intended as a procurement
for the products for sales to NTT's customers and NTT will not procure
the products if NTT cannot receive an order. Delivery period: Early in
February 1996. Delivery site: NTT will separately specify the places in
Japan as delivery sites. Procurement Procedure: The Product will be
procured in accordance with the Track II procurement procedure.
Time-Limit for the submission of application and proposals: January 16,
1996. Basic Conditions of Participation: Applicants are allowed to
participate in this procurement procedure by itself or jointly with
other suppliers. In the case of joint participation, participants have
to decide on a representative who will contact NTT at every stage,
including application, selection and contract negotiations. Although
NTT will contact and negotiate with the chosen representative, all
joint participants shall assume every obligation and liability related
to this procurement regardless of their status. However, suppliers who
fall under any of the following conditions cannot participate in the
procurement: (i) suppliers adjudicated to be an incompetent or
quasi-incompetent; (ii) suppliers adjudicated to be bankrupt, and who
have not yet been reinstated; (iii) suppliers under arrangement,
composition, corporate reorganization, bankruptcy or liquidation
proceedings; (iv) suppliers who, within the last two years, and
suppliers who employed person (s) who, within the last two years, (a)
intentionally or by a gross mistake did poor or faulty work in the
manufacturing, supplying and delivery of any product or in the
provision of any services when performing a contract with NTT, or
committed any unfair act with respect to the quality and/or quantity of
any product supplied thereunder; (b) conspired with other supplier(s)
or applicant(s) in making any application or obtaining or performing
any contract with NTT to obtain unfair profit; (c) interfered with
other supplier(s) making an application or entering into or performing
a contract with NTT; (d) interfered with, or refused or failed to
cooperate with NTT personnel when they performed an inspection or
supervision duty; (e) failed or refused to enter into or to perform a
contract with NTT without justifiable reasons; (f) made a false report
or misrepresentation in the application procedure or in concluding or
performing and contract with NTT; (g) violated the confidentiality
obligation prescribed in Procurement Documentation; (h) misused
Procurement Documentation; (i) committed any unfair act in NTT tenders
to interfere with other supplier(s) in competition; or (v) suppliers
who are deemed to have gained unfair competitive advantages as a result
of their direct involvement in the preparation of the final Procurement
Documentation and/or technical specifications for this procurement. The
language used for application shall be Japanese or English. Please
