Contract award will be made in accordance with DFARS Subpart 235.70,
Research and Development Streamlined Contracting Procedures. A FORMAL
WRITTEN REQUEST FOR PROPOSAL (RFP) WILL NOT BE ISSUED. This
solicitation does include a supplemental package which will be sent to
offerors who provide written address information to the contract
negotiator, Brian Wilt, FAX (703) 325-9295. Note: if your company has
provided address information in response to the synopsis, a second
submission is NOT necessary. All of the mandatory terms, clauses, and

DNA/AM, 2 PM), due*, 8.) Equipment Requirement Definitions/Needs

Timelie of Support Requirements) A cost plus fixed fee contract is
contemplated. Period of performance is estimated to be sixty (60)
months. This procurement is a small business set-aside. See Note 1.
Technical and Cost proposals are due at DNA/AM2, Attn: Brian Wilt, no
later than 1600 hours local time, on 12JAN95. Three copies and one
original of the technical and cost proposals must be provided. The
technical proposal is limited to 100 pages, the cost proposal to 50
pages. Multiple awards are not contemplated. The Contracting Officer is

of TOP SECRET. The DD 254, Contract Security Classification
Specification will be included in the contract. The Statement of Work
(SOW) is as follows: 1.0 SCOPE: This Statement of Work (SOW) provides
for support to the Defense Nuclear Agency (DNA) to defend against the
Counterproliferation (CP) of weapons of Mass Destruction (WMD). DNA has
been tasked to coordinate with the Federal Bureau of Investigation
(FBI) to define the actions necessary and provide Department of Defense
(DoD) support to the FBI in deterring the proliferation of WMD. DNA
will provide support resources to the FBI in logistics, intelligence,
training, coordination and specialized teams for the prompt, effective
world wide response to the requirements of detection, location, and
disarmament of WMD threats overseas. 1.1 BACKGROUND: Paramilitary,
terrorist, or covert attacks with WMD, whether actual or threatened,
could severely limit US capabilities in future conflicts. Security of
key military facilities and contiguous population centers requires the
detection and location of hidden devices or the prevention of such
devices being brought into critical areas. Under Public Law 103-701,
Section 1504 and the National Defense Authorization Act Section 1605,
funds are provided to the DoD and FBI to undertake a joint program to
expand and improve United States efforts to deter the possible
proliferation and acquisition of WMD by organized crime organizations
in Eastern Europe, the Baltic countries, and states of the Former
Soviet Union. The DoD recognizes the requirement to identify the nature
and extent of the threat posed by WMD, and need by the FBI to assist
law enforcement agencies of foreign nations to prevent and deter the
acquisition of WMD and other weapons grde materials. 1.2 OBJECTIVES:
1.2.1 To provide DNA with improved long-term capability to provide
support as DoD's executive agent to the FBI counterproliferation
effort. The nature of this work is dynamic and requires quick response
to new and changing project requirements. 1.2.2 To provide expert
support to DNA and FBI in the area of WMD counter-proliferation as it
relates to operations, intelligence, security and safeguards, training
and National level exercises, optimum system architecture, and
equipment integrated logistic support. 2.0 APPLICABLE DOCUMENTS: 2.1
Public Law 103-701, Section 1504 2.2 National Defense Authorization Act
Section 1605 3.0 REQUIREMENTS: 3.1 General Requirements: 3.1.1 Within
10 working days following receipt of a Task Assignment, the contractor
shall provide the COTR with an estimate of the associated cost,
personnel, and other support requirements. Work on the task, other than
preparation of the initial estimate, shall not begin until authorized
by the COTR. 3.1.2 The contractor shall furnish personnel, facilities,
services, and materials necessary to provide required technical,
analytical, computer, institutional, management, and other support to
perform work herein described. 3.1.3 Work authorized and performed
under this Statement of Work shall be directed by the Government
through the Contracting Officer. Task assignments will specify the
required reports, documents, services, or other deliverables and their
required schedules for delivery. Technical direction will be provided
by the government through the designated COTR. 3.1.4 Following the
development of each deliverable, the COTR shall review, edit, and
return it to the contractor, who shall publish each document in both a
draft and final version. Furthermore, the contractor shall provide
technical assistance to DNA staff developed documents, the contractor
shall review, edit, and return the documents to the COTR for
coordination. After coordination, these documents will be returned to
the contractor, who shall publish each document in a draft and final
version. Contractor support shall focus on ensuring that each of the
tasks and supporting documents have achieved the requisite quality to
assure all objectives are met. 3.1.5 The tasks delineated in this
Statement of Work require proficiency in database development and
management, computer utilization, graphics creation and editing, and
word processing Accordingly, the contractor shall be able to perform
''Engineering Services'' under the Standard Industrial Classification
(SIC) code 8711. All deliverables shall be produced on an
IBM-compatible microcomputer capable of operating in both the Microsoft
Windows environment version 3.1 or later, and the Microsoft Disk
Operating System (MS DOS) version 5.0 or later. For word processing
applications, the contractor shall use Microsoft Word for Windows
version 6.0 or later. The contractor's graphics software shall be
compatible with Microsoft PowerPoint version 4.0 or later. The
contractor shall also have the capability to utilize the aforementioned
software with 3.5-inch diskettes, in both the 720 kilobyte (kB) double
density and 1.44-megabyte (MB) high density formats. At the conclusion
of each task, copies of all final deliverables shall be provided on
3.5'' disks in the appropriate format. 3.2 Specific Requirements: 3.2.1
TASK 1 - The Contractor shall develop a threat assessments to identify
the nature and extent of the threat posed to the United States by the
possible proliferation and acquisition of WMD for both real world and
exercise efforts. 3.2.2 TASK 2 - The Contractor shall conduct research
towards and the development of program architecture studies designed to
expand and improve the effort of the United States to deter the
possible proliferation and acquisition of WMD in Eastern Europe, the
Baltic countries and states of the former Soviet Union. 3.2.3 TASK 3 -
The Contractor shall develop and review DoD standards and guidance
affecting emergency planning, preparedness, and response to WMD
incidents. 3.2.4 TASK 4 - The Contractor shall develop and review WMD
publications, plans and procedures. 3.2.5 TASK 5 - The Contractor shall
develop and manage a comprehensive program plans to include plan
writing, budgetary development and compliance with federal statues.
3.2.6 TASK 6 - The Contractor shall plan, conduct, and evaluate
emergency response training, exercises, and activities involving all
types of WMD. 3.2.7 TASK 7 - The Contractor shall evaluate and develop
safeguards and security counter-measures to prevent and deter the
theft of WMD. 3.2.8 TASK 8 - The Contractor shall review and develop
readiness assurance programs and plans for WMD. 3.2.9 TASK 9 - The
contractor shall provide specialized technical and analytical support
to DNA and FBI for the coordination of joint programs. 3.2.0 TASK 10 -
The Contractor shall provide draft and final Systems Architecture
Studies to identify WMD command, control, and coordination (WMDC3)
requirements for the development of the Joint WMD Operations Center.
3.2.11 TASK 11- The contractor shall plan and develop a pilot joint
DoD/FBI emergency response mobile training team program involving all
types of WMD. 3.2.12 TASK 12 - The contractor shall deploy, as
required, to provide technical and administrative support to real-world
WMD incidents sites in support of DoD's CP effort. 3.2.13 TASK 13 - The
contractor shall prepare draft, and final versions of After-Action
Reports (AAR) which will report events and observations from exercise
and real world WMD incidents. The AAR shall include an assessment of
the WMD incident. The AAR shall be organized (and tabbed) into the
following sections: (a) Executive Summary (b) Incident Overview (c)
Observations and Lessons Learned. 3.2.14 TASK 14 - The contractor shall
provide DNA a final camera ready copy of an Unclassified WMD Terms
Handbook. 3.2.15 TASK 15 - The contractor shall provide a requirements
definition document of equipment based on current and developing
technologies and needs analysis documenting existing and future
equipment shortfalls. 3.2.16 TASK 16 - The contractor shall provide
equipment acquisition support in the form of procurement for WMD CP
efforts, and maintain records for all procurements including price
reasonableness determinations. A list of procured items shall be made
part of the monthly progress report. 3.2.17 TASK 17 - The contractor
shall prepare comprehensive timelines and milestone charts which will
reflect all events required to occur, and all documents required to be
produced, during the contract period of performance. Timelines shall
include the deliverable dates of all contractor-provided technical
support documents and the corresponding dates of all DNA staff work.
The timelines shall be accompanied by supporting matrices of all
associated work requirements, which shall identify the total time
required for completion of each task. Upon development of the
timelines, milestone charts, and supporting matrices by the contractor,
the DNA COTR shall conduct a comprehensive review with the contractor
to ensure concurrence on the contents therein. The contractor shall
then publish the timelines, milestone charts, and supporting matrices
in a final version. The timelines milestone charts, and supporting
matrices are expected to change as the contract work progresses, and
the contractor shall provide updated final versions, as coordinated
with the DNA COTR, as the need arises. 3.2.18 TASK 18 - The contractor
shall provide support for meetings, conferences, and workshops to
include all administrative and logistic support. For information,
