366-2040. The U.S. Environmental Protection Agency (EPA) is seeking
offers for a CPFF level of effort term contract to perform technical
and analytical support to assist in performing economic, financial, and
policy analyses in support of program decisions, actions, regulations
and policies developed, reviewed and implemented under the Clean Water
Act, the Safe Drinking Water Act, the Marine Protection, Research and
Sanctuaries Act, the Coastal Wetlands Planning, Protection and
Restoration Act, and portions of the Water Resources Development Act.
The period of performance is estimated to a 24-month base period plus
three option years. The base LOE is 12,000 direct labor hours with an
additional 6,000 hours for each option period. The contractor's primary
responsibilities will be support of economic analyses of regulatory,
legislative and policy options and initiatives established under all
the Acts. These tasks will require the application of sophisticated
economic, financial, statistical, and benefit-cost methodologies, the
formulation and implementation of solutions to complex problems, and
the adaption of economic theory to financial analyses to solve
non-standard applied problems. In addition to expertise in the above
areas, the contract will require expertise in desktop publishing
techniques for providing high quality brochures, pamphlets, leaflets
and handouts. All responsible sources may submit a proposal which, if

technical evaluation criteria specified in the RFP. All requests for a
