VALUE ENGINEERING SERVICES, VARIOUS LOCATIONS THROUGHOUT THE UNITED
STATES SOL VE****-5335-0016 POC Contract Specialist Arthur Saulsberry
(816) 426-5343 (Site Code DACW41) CONTRACT INFORMATION: The contract
shall be an indefinite firm fixed price. The limit for each delivery
order shall be $150,000.00 with a contract limit of $750,000.00 for a
1 year period. The contract may include an option for an additional
year and an additional $750,000.00. PROJECT INFORMATION: The
Architect-Engineer selected would be required to have sufficient staff,
flexibility, and capability to be available on an as needed basis.
Typical types of services to be provided are studies of project
features and design systems. The services could also include
facilitating an early concept 0% TO 10% design functional analysis,
architectural charette workshop using VE methodology. The AE shall be
capable of completing any study in less than 4 weeks from award of the
delivery order. LOCATION: Various locations throughout the United
States. SELECTION CRITERIA: The following selection criteria headings
are listed in descending order of importance (weighted equally): (a)
professional personnel in the following disciplines (weighted equally):
minimum in-house must include: Architect, Civil, Structural,
Mechanical, Electrical, geologist, Environmental, and cost estimating.
Certain projects may also require a special technical or functional
expert, i.e. medical, hazardous toxic and radiology waste (HTRW) fire
protection, chemical, etc. These disciplines may be subcontracted.
Responding firms must address each discipline, clearly indicate which
shall be subcontracted, and provide separate SF 254 and SF 255 for the
prime firm and each subcontractor necessary. (b) specialized
experience and technical competence in: (1) experience in preparing VE
studies as the lead role; and (2) experience leading/facilitating the
design charette process; (c) location of the firm in general
geographical area of the projects and knowledge of locality; (d)
capacity to maintain schedules and accomplish required work on three
simultaneous delivery orders; (e) past performance on DOD and other
contracts with respect to cost control, quality of work, and compliance
with schdules. SUBMISSION REQUIREMENTS: Firms submitting SF 255's (1
copy only) should includes: (1) organization of proposed project team,
(2) responsibilities and authority of key personnel, (3) relationship
of project team to overall organization of the firm, (4) a quality
control plan, and (5) in Block 8c of the SF 255 include a Person of
Contract and phone number. Interested firms having the capabilities to
perform this work must submit the SF 255 to the address listed below
no later than close of business (4:00 PM Kansas City Time) on 8 January
1996. Each firm/consultant listed within the SF 255 must have a current
SF 254 (submitted within the last 12 months) on file with the Corps of
Engineers, or one must be submitted with this package. Solicitation
