703/697-9440 The American Forces Information Service (AFIS) requires
education support to include all personnel, facilities, labor,
equipment, supplies, utilities, lodging, custodial services and meals
to teach a graduate level ''DoD Joint Course in Communication'' during
the period, 1 October 1996 through 30 September 2001 (Basic year and
four 1-year Options), for Department of Defense military and civilian
students. The contractor will conduct four (4) courses annually. Each
course will be eight (8) weeks in length. Approximately eighty (80)
public affairs' officers, non- commissioned officers, and civilian
specialists will receive this education annually. Each eight-week
contract course will consist of approximately twelve (12) to twenty
(20) Government students. The solicitation will be issued approximately
1 February 1996. All requests for a copy of the solicitation must be in
writing. The acquisition shall be unrestricted, and based upon full and
open competition. The solicitation will result in a single contract
award, subject to the availability of funds for FY97. Freedom of
Information Act (FOIA) requests for information about the two similar,
ongoing contracts must be submitted in writing to the respective
Contracting Offices. DSS-W administers Contract DASW01-94-C-0042 with
the University of South Carolina to teach the ''Army Advanced Public
Affairs Course.'' ANME-OCA administers Contract DABT15-93-C-0006 with
the University of Oklahoma to teach the ''Graduate Course in
