The United States Air Force intends to procure a Modification of the Benefield Anechoic Facility (BAF) 40 Ton Hoist System. The Modification of the BAF 40-Ton Hoist System consists of the design, fabrication, installation support, activation, and test of a second man-rated hoist to work with the existing man-rated hoist system. The existing HECO-Pacific 40-Ton Hoist System located in the BAF is used to pick up and suspend a single, high-value, military aircraft with test support personnel onboard. The design and construction is expected to take approximately 18 months and begin in the 3rd quarter of Fiscal Year 1996. This modification will require substantial firmware and hardware modifications to existing HECO control systems along with the addition of a second 40-Ton capacity hoist. The existing hoist control system will be modified to accommodate the second hoist position. The second hoist will be slaved to the first hoist's console to enable operation of both hoists from a single position. The modifications to the existing hoist system must also limit the lifting capacity so that the combined total load does not exceed the calculated safe structural loading of the BAF's roof trusses. This requirement includes independently limiting the load to a maximum of 40 tons on either hoist while jointly limiting the load to a maximum of TBD tons. This modification will include the installation of additional safety features which will prevent simultaneously moving loads on both hoists. This modification must provide the same measure of safety and reliability as the current BAF Hoist system. In addition to the above, services will also include training for operation and maintenance of the system. Using the authority of 10 U.S.C. 2304(c)(1), pursuant to FAR 6.302-1(a)(2), it has been determined that the required supply is available from only one source and no other type of supply will satisfy the agency's requirements, the AFFTC intends to sole source the requirement with HECO Pacific Mfg of Union City CA, unless responses to this notice revel other sources capable of satisfying the requirement at more favorable prices and terms. All responsible sources that are interested must submit clear and convincing evidence that demonstrates their ability to meet the agency's requirement. Written responses which shall include: (1) price(s), FOB destination, (2) a description of the design and construction in sufficient detail to show compatibility and permit a technical evaluation, (3) a POC (name and telephone number), (4) GSA Contract Number, if applicable, (5) delivery date, (6) business size, and (7) payment terms. All questions must be submitted in writing. Responses must be received within 15 calendar days after the date of publication of this notice. No contract award will be made on the basis of any responses to this notice since the synopsis of intent to order is not considered a solicitation document. All responses received will be fully considered subject to technical evaluation by the USAF. Telephone requests to be placed on the mailing list will not be honored. (0342)
