commercial items prepared in accordance with FAR Subpart 12.6 as a
supplement with additional information included in this notice --
Delivery to MSFC (FOB Destination) is required within 45 days ARO --
This notice serves as the only solicitation; quotes are being requested
and a written solicitation will not be issued -- This notice is being
issued as a Request for Quotes (RFQ) for one (1) Ultraviolet Visible
Near Infrared Spectrophotometry System, On-Line Instrument Systems,
Inc. Model No. OLIS 14-H or equal which shall include: (A) Double-Beam,
Double Grating Scanning Monochromator in Reversed Optics Set Up (Cary
14H) meeting the following optical and photometric performance:
Wavelength Range - 185 to 2600 nanometers, Wavelength Accuracy - 0.2
nanometers, Wavelength Resettability - Less than 0.1 nanometers,
Wavelength Resolution - 0.05 nanometer (2 steps/0.1 nanometers),
Spectral Bandwidth - Less than 0.1 nanometers in ultraviolet, less than
0.3 nanometers in near infrared, Photometric Range - 3 absorbance units
(up to 5 with filter), Photometric Accuracy - Less than or equal to
0.001 absorbance units up to 2 absorbance units and less than 0.003
absorbance units from 2 to 3 absorbance units, Baseline Flatness - Less
than 0.001 absorbance units, Baseline Stability - Less than 0.001
absorbance units one hour after initial warm-up, Light Source - 30
Watts tungsten lamp for visible near infrared, 30 watts deuterium lamp
for ultraviolet, both air-cooled, Light Detector - R-955
Photomultiplier for ultraviolet/visible and lead sulfide for near
infrared, Response Time - Less than or equal to 0.05 seconds -- Optical
configuration shall be modified to accommodate alignment with
customer's existing furnace compartment. The dimensions of the furance
are 18'' wide and 24'' deep with a platform 10'' below the sample beam
- Reference beam shall be at least 7'' directly above the sample beam
- (B) Computer and printer compatible with the system - The system
shall include computer automation of all monochromator movements, data
acquisition and instrumental control via steppingmotor, optical
encoding devices and supporting hardware - The system shall include
automated selection of 30 watts tungsten lamp for visible near infrared
and 30 watts deuterium lamp for ultraviolet light sources and detectors
- The system shall read data into computer's memory simultaneously with
collection -- This procurement is being conducted under the Simplified
Acquisition Threshold (SAT) portion of the Federal Acquisition
Streamlining Act (FASA) -- The provisions and clauses in the RFQ are
those in effect through FAC 90-34 -- If other than the brand name
identified is quoted, then the quoter shall indicate the manufacturer,
brand, and model/part number quoted and provide a description in
sufficient detail to show that the product quoted meets the brand name
identified-- The quoter shall provide a description (including
manufacturer, brand, and model no.) in sufficient detail to show that
the product quoted meets the specifications included in this notice --
If the end product(s) quoted is other than domestic end product(s) as
defined in the clause entitled ''Buy American Act -- Supplies,'' the
quoter shall so state and shall list the country of origin -- The
quoter shall state in their quote their size status for this
procurement as well as whether they are minority or woman-owned -- The
SIC code and the size standard for this procurement are 3826 and 500
employees respectively -- The quoter shall identify place of
performance in their quote-- Questions regarding this acquisition must
be submitted in writing no later than December 18, 1995 -- Companies
shall notify this office of their intent to submit a quote --

glynda.meeks@msfc.nasa.gov is acceptable -- Quotations (including FAR
52.212-3, Representations and Certifications which may be obtained via
the internet at ''http://procure.msfc.nasa.gov/proc_ref.html'' or at
''ftp://procure.msfc.nasa.gov/reps_certs/sats/'') are due 20 days after
publication of this notice in the Commerce Business Daily (CBD) to the
address specified above to the attention of name/GP -- Selection and
award will be made on an aggregate basis to the lowest priced,
technically acceptable quoter -- Technical acceptability will be
determined by information submitted by the quoter providing a
description in sufficient detail to show that the product quoted meets
the Government's requirement -- Theperiod of time expected for the
Contracting Officer to solicit/evaluate vendor quotes and issue the
purchase order will be approximately 35 days from publication of this
notice in the CBD -- An ombudsman has been appointed to hear concerns
from offerors, potential offerors, and contractors during the preaward
and postaward phases of this acquisition -- The purpose of the
ombudsman is not to diminish the authority of the contracting officer
or the selection official, but to communicate concerns, issues,
disagreements, and recommendations of interested parties to the
appropriate Government personnel and to work to resolve them -- When
requested, the ombudsman will maintain strict confidentiality as to the
source of the concern -- The ombudsman does not participate in the
evaluation of quotes, the source selection process, or the adjudication
of formal contract disputes -- Interested parties are invited to call
the installation ombudsman, W.H. Hallisey at 205-544-0092 --Concerns,
issues, disagreements, and recommendations which cannot be resolved at
the installation may be referred to the NASA ombudsman, Thomas S.
Luedtke at 202-358-2090 -- All responsible business sources may submit
a quote which shall be considered by the agency -- This solicitation
and any related documents to this procurement will be available over
the Internet -- These documents will be in ASCII format and reside on
