COMMERCE BUSINESS DAILY ISSUE OF DECEMBER 12,1995 PSA#1488Naval Air Warfare Center, Aircraft Division, 6000 East 21st Street,
Code: 2.2.4/45, Indianapolis, IN 46219-2189 66 -- FLIGHT LINE TEST EQUIPMENT SOL N00163-96-R-0068 DUE 022896 POC
Contact Point, Valerie Tolan, (317)306-4988, Contracting Officer, L. P.
Sanders, (317)306-7633, Additional Contact, Telefax, (317)306-3066 The
Navy requires flight line test equipment (set) to determine the
operational status of the AIMS MK XII transponder and the AIMS 65-1000
interrogator. The test set must be able to check transponder modes MK
XII, 1,2,3/A, IFF mode 4 and mode S. Mode S is defined as TCAS level
2. (It is possible that other modes will be included.) Interrogation
modes which shall be checked by the set (again not limited to) are MK
XII modes 1,2,3/A, C and IFF mode 4. The test set shall have the
capability to store and zeroize encrypted data from the KIR series of
COMSEC computers. The test set shall have the capability to retain
stored Mode 4 KIR data when external power is disconnected or the
internal battery is removed or replaced. The test set shall have the
capability to be umbilically connected to the KIT series of COMSEC
computers or similar devices to facilitate Mode 4 interrogator testing.
The test set shall have the capability to interface with the KIV-6, or
similar imbedded crypto applique module to allow for Mode 4
interrogator testing that would not require umbilical connection to a
KIT series of COMSEC computers or similar device. The test set shall
utilize a 10 deg. (=/-5%) directional antenna for transmitting
broadband and receiving narrowband signals. The test set shall have the
capability to measure both the transmitted power and the receiver
sensitivity as well as the ability to evaluate side lobe suppression
performance of the interrogator under test. The test set shall allow
for one man, hand-held, directional operation as well as unattended
continuous ''loop on'' test. The test set shall contain both automatic
and selectable input attentuation. The interrogator test shall allow
for a variable target reply delay. The test set shall incorporate a
self initiated power on and manually initiated Built-In-Test for
''go/no go'' self confidence checks. Operational temperature range
shall be -30 to 50 deg. C. Power for the test set shall be obtained
from 50 to 400 Hz, 115/230 VAC external power, and/or 28 VDC external
poer and/or internal DC batteries. The battery pack shall be one
currently in DoD inventory that is removable and chargeable both
internally and externally. The test set shall weigh no more than 25 lbs
while not in operation (with lid and accessories) and shall weigh no
more than 18 lbs during operation. The size of the test set, lid and
accessories shall not exceed 15'' X 10'' X 9'' or .8 cubic ft.
Reliability of the test set shall be no less than 1500 hrs
demonstrated. Demonstrated test set alignment shall take place in no
more than 1 hr utilizing equipment's already existing in DoD inventory.
It is planned that a first article test shall be required on a
pre-production unit within 4 months of contract award. Three (3)
engineering design models (EDMs) as well as logistic deliverables will
be required prior to exercise of option quantities. A critical design
review will be held at the contractor's facility (likely to be held
within 90 days of contact award). Option quantities are as follows:
Option 1 - maximum of 200 units, Option 2 - maximum of 300 units,
Option 3 - maximum of 400 units, and Option 4 - maximum of 400 units.
All items are to be delivered with all transportation changes paid to
the Naval Air Warfare Center, Aircraft Division, 6000 East 21st Street,
Indianapolis, IN 46219-2189. All requests for solicitation must be in
writing or by facsimile (Fax No.: 317/306-3066) to Valerie Tolan. Any
responsible sources may submit a proposal which will be considered by
the agency. (0342) Loren Data Corp. http://www.ld.com (SYN# 0221 19951211\66-0003.SOL)
