Program Manager, 315-330-7672. Program duration - 24 months. Design,
develop, implement, and test advanced multi-sensor identification
fusion technology for air superiority by employing a pro-active
information assimilation concept within an intelligent fusion process.
Present fusion concepts employ a data-driven approach whereby
information must accumulate in order for decision thresholds to be met.
This effort will employ a ''push-pull'' architecture where, as data is
collected and processed, further amplifying data can be retrieved from
resources possessing that information. This concept will enhance the
timeliness and accuracy of assessments provided by automated fusion
systems. The technology will be evaluated within Rome Laboratory's
sensor fusion facility which networks radar, ESM, bistatic and
intelligence sensors together and provides this data to a common
workstation. To help cut down on the number of telephone calls the
Contract Specialist receives prior to solicitation release: the RFP
will be released no sooner than 04 Jan 96. Secret clearances will be
required for performance. An Ombudsman has been appointed to hear
significant concerns from offerors or potential offerors during the
proposal development phase of this acquisition. Routine questions, such
as clarifications of the Statement of Work or the terms and conditions,
are not considered to be ''significant concerns'' and should be
communicated directly to the Contract Specialist, Joseph Louis
Facciolo, 315-330-4981. The purpose of the Ombudsman is not to diminish
the authority of the contracting officer or program manager, but to
communicate contractor concerns, issues, disagreements and
recommendations to the appropriate Government personnel. The Ombudsman
for this acquisition is Vincent Palmiero, Chief, Policy and Management
Division, at 315-330-7746. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
selection process. No telephone requests for the solicitation will be
honored. All requests must be addressed to the attention of the
Contract Specialist, Joseph Loui Facciolo, reference the code
I-6-4068-A, and contain the respondent's FAX number and Commercial and
Government Entity (CAGE) code. All responsible sources may submit a
proposal in response to the RFP which shall be considered. The size
standard for small business is 500 employees. See numbered Note 01.
