BMDO 96-06. The Ballistic Missile Defense Organization (BMDO),
Countermeasures Division (BMDO/DSIM) is issuing a Request for Proposals
to obtain independent, expert, scientific, assessments and technical
evaluations concerning the development of Ballistic Missile Defense
countermeasures by potential adversaries. This work effort will be
performed through independent technical analyses and assessments,
participation in Countermeasures Integration Program (CMIP) reviews and
meetings, and information exchanges with other BMD elements.
Specifically, the scope of this effort will include technical analysis,
modeling and simulations, engineering and design studies, budgetary and
cost analysis, and reporting of results. This work effort will also
include interfacing with Theater High Altitude Area Defense (THAAD),
PATRIOT, AEGIS/SM-2, Block IVA, Theater Missile Defense (TMD), National
Missile Defense (NMD), BMD Advanced Technology Program (ATP) project
offices, various offices internal to BMDO and the Intelligence
community to convey the results of the research and studies. The
significant evaluation areas for award will include: Organizational
Past Performance and Experience, Technical and Management Content, and
Cost. Oral presentations are planned for delivery of technical and
management information. The contract will be a Cost-Plus-Fixed-Fee
Task-Order type, with a 1-year base period and two 1-year options.
Planned contract award is June 1996. The Government intends to post to
the BMDO Acquisition Reporting Bulletin Board (BARBB) the draft
Statement of Work and RFP information. Interested parties may gain
access to the BARBB by dialing (703) 769-8394. Callers should be
prepared to provide the following information in order to log on to the
BARBB for the first time: Full name, Company name, Company address,
Phone number, FAX number, CAGE code, Type of business (large, small,
SDB, woman-owned, etc). For technical assistance in gaining access to

486-3266, extension 359. Small businesses/small disadvantage businesses
as defined in Standard Industrial Classificaion Code 8731, Commercial
Physical and Biological Research - Space Vehicles & Guided Missiles,
Their Propulsion Units, Their Propulsion Unit Parts, & Their Auxiliary
Equipment and Parts (1,000 employees), are invited to submit to the
contracting office as early as possible, but not later than 15 days
after this notice, evidence of their capability to perform the
contract, in order to assist in a set-aside determination in accordance
with Far 19.5. Send written capability statements and RFP requests,
referencing solicitation HQ0006-96-R-0005, Reference Number BMDO 96-06,
to Ms. Karen Reuter, Ballistic Missile Defense Organization (BMDO),

adequate response is not received from responsible small business
concerns offering the best capabilities, as discussed in FAR
19.502-2(b), the solicitation will be issued, without further notice,
for full-and-open competition. Therefore, all large and small
