Architect-Engineer Services for Topographic Surveying Services for the
Palau Compact Road, Republic of Palau (ROP). The survey information
must be presented in CADD format and shall be in metric units. The
estimated survey performance period is 300 calendar days from award of
the contract. The survey to be provided will be utilized in the future
Design of Palau Road project which consists of constructing a
fifty-three mile road system on Babeldoap Island, ROP. The field work
for the topographic survey will generally consist of reference marks,
horizontal and vertical ground controls, and installation of permanent
monuments and benchmarks along the 53 miles of the proposed roadway
alignment which includes approximately 964 acres of dense brush and
vegetation. The estimated fee for the survey contract is between
$500,000 and $1,000,000. A firm fixed price contract will be
negotiated. The selection criteria in descending order of importance
are: 1) professional capabilities to produce detailed surveys, 2)
specialized experience and technical competence in topographic
surveying, drafting, and survey data plotting and capabilities
utilizing CADD systems, 3) capacity to accomplish the work in the
required time, 4) past performance on contracts with respect to quality
of work and compliance with performance schedules, and 5) knowledge of
the locality in terms of geographic features, construction
characteristics, etc. The secondary selection factors in descending
order of importance are: 1) location of the firm in the general
geographic area of Palau and the Pacific Rim, and 2) extent of
participation of small businesses (SB), small and disadvantaged
businesses (SDB), historically black colleges and universities, and
minority institutions in the proposed contract team, measured as a
percentage of the estimated effort. Firms desiring consideration must
submit a Standard Form 255 (Nov 1992 edition only) no later than 4:00
P.M. Hawaiian Standard Time by the due date shown above or 30 calendar
days after the CBD announcement date, whichever is later. Should the
due date fall on a weekend or holiday, the submittal package will be
due te first workday thereafter. A Standard Form 254 (Nov 1992 edition
only), if not already on file with the Pacific Ocean Division, is also
required for the prime and any subconsultants. These documents shall be
mailed to the address shown above. RFP No. DACW83-96-R-0007 will be
utilized to solicit a proposal from the selected firm. This is not a
request for proposal. SDB firms are encouraged to participate as prime
contractors or as members of joint ventures with other SBs and all
interested contractors are reminded that the successful contractor will
be expected to place subcontracts to the maximum practicable extent
with SDB firms in accordance with the provisions of Public Law 95-507.
