96023. MARKET SURVEY OF AVAILABLE SATELLITE TERMINAL ASSETS IN SUPPORT
OF THE BOSNIAN MISSION The Defense Information Technology Contracting
Office (DITCO) is seeking potential sources to satisfy anticipated
emergency telecommunication requirements in support of US troops
deploying to the Balkan region. It is anticipated that commercial
communications satellites and commercial off-the-shelf (COTS) satellite
terminals will be used to support the US mission. As such, DITCO is
attempting to identify potential sources and readily available
satellite transponders and/or satellite terminal capabilities. Sources
are invited to provide technical information and availability for
commercial space segment support (partial transponders), existing fixed
satellite terminals, and/or transportable satellite terminals to
support potential telecommunications services within the European
theater and between the CONUS and Europe. Satellite services may
include either Ku band or C band, or both. Only services and/or
equipment which can be provided in the next 30 days is requested.
Potential services supported include: - Battle damage assessment -
Intelligence dissemination - Imagery - Trunking to ground mobile forces
256 kbps, 512 kbps, 1.544mbps - Augment GMF - Highly transportable
spoked VSAT terminals Low Data Rate up to 64 kbps - Multi-channel
terminal for trunking - DBS type terminal - Multi T1 rate trunking for
reachback to CONUS - Teleport facilities for reachback to CONUS For
informational purposes only, requirements for prior commercial
telecommunication services for military operations and humanitarian
relief efforts, which may or may not reflect future requirements, have
included: - Transportable earth terminals with capacity to provide up
to four compressed T-1s. - Transportable earth terminals capable of
moving under their own power or towed by a 2 1/2 or 5 ton truck with
pintle hook connection. - Earth terminals capable of set up or tear
down for redeployment in less than 24 hours. - Contractor furnished
generator system to provide continuous, uninterrupted power for the
satellite terminal. - Contractor furnished shelters and equipment to
protect terminal equipment from environental conditions at service
location (s). - 24 hour/7 days a week contractor operation and
maintenance, and 15 minute response time to system failures. -
Deployable contractor satellite terminal, equipment, and generator
system capable of being shipped in a military C-141. - Contractor
furnished, commercial DES encryption devices (NSA approved). - Portable
microwaves and associated equipment capable of line of sight extensions
up to 20 KM and providing up to 8 T-1s. - Security clearances of Secret
for contractor personnel. - Training for military personnel to operate
commercial equipment. Information sought: Name, address, phone number,
and 24 hour contact for vendors interested in providing the above.
General specifications and quantity of what can be provided. Length of
time needed after contract award to provide service/equipment.
