The Fleet and Industrial Supply Center Norfolk Detachment Washington has a requirement for operational test and evaaluation (OT&E) support services for the Operational Test and Evaluation Force (OPTEVFOR) located in Norfolk, VA. Specifically, the contractor will support the Navy in its efforts to provide OT&E program management support, preparation of inputs to operational test documents, OT&E Systems Analysis and data processing support, and operation, maintenance, and administration of the OPTEVFOR Command Center to include the Joint Maritime Command and Control System (JMCIS) System node. Specific tasks will be provided on individual delivery orders. The proposed contract type is Cost Plus Fixed Fee. The period of performance will include one (1) base year and four (4) one-year options. An additional option for continued service not exceeding 6 months will also be included in the resulting contract. The estimate level of effort is 64,480 man-hours per year for a total of 322,400 man-hours. This requirement will be procured on an unrestricted basis utilizing Best Value Source Selection method.
