multiple-operator, software driven general purpose telephone dialing
system to be used for collection of delinquent loans and debts owed to
the Small Business Administration (SBA). The system should be a
commercial, off-the-shelf system, but must include the following
functions/capabilities (NOT all-inclusive): (1) Must be compatible with
current LAN (Novell) environment; (2) Must provide on-line and remote
file transfer capability between the calling system and the Unisys
2200/600 mainframe; (3) Must provide on-line access to the Delinquent
Loan Collection System (DLCS) screens; (4) Minimum of 10 telephone
lines operating simultaneously; (5) Minimum of 5 operator workstations
(4 calling operators and 1 supervisory), expandable to 20 operator and
4 supervisory workstations with a minimum of 4 additional floating
operator workstations; (6) Automatic pacing of dialing rate, which can
be overridden by supervisory operator; (7) Ability to initiate several
different calling campaigns simultaneously; (8) Must provide
statistical and productivity reports of call activity; (9) Must have
capability for supervisor to listen to a collector's conversation on
any call and view the same account the collector is working with on the
