Norfolk, Detachment Washington has a requirement to procure Information
Systems Support Services for the Naval Air Warfare Center, Aircraft
Division (NAWCAD) and the Naval Air Systems Command (NAVAIR). The
overall objective of this procurement is to provide analytical and
technical support to plan, design, enhance, prototype, implement, and
maintain FIP systems. This requirement includes but is not limited to
technical support for the analysis, design, implementation,
installation, and maintenance of telecommunications networks in the
following areas: Local Area Network Telecommunications Support,
Long-Haul Telecommunications-Defense Data Network (DDN), Electronic
Mail System for LAN users, Supporting Databases and Systems, and
providing evaluation/feasibility studies for future commonality links
with NAWCAD and NAVAIR Information Management Divisions (IMD) LAN.
Second, the IMD network will be integrated, managed and operated to
include the implementation of new or modified network communication
systems and LAN engineering support will be provided to consist of
performance monitoring as well as integration and upgrades of the
network. Third, FIP training shall be provided to include
administration, curriculum development, classroom instruction and one
on one instruction. Fourth, network software support will be provided
to include software design, life cycle management for new software
development, and rapid application development when deemed appropriate
by the government. Fifth, Database Administration and Operation to
include the design, development, programming,installation, operation,
and modification of existing as well as future data base management
systems. Sixth, Systems Analysis and Design will perform analysis on
assigned functional problems to define proposed system requirements at
NAWCAD and NAVAIR. Seventh, Technological Research shall be performed
to evaluate sftware, operating systems, language and commercial
packages. Eighth, plans will be developed to convert systems,
implement, and then deliver the conversion plans for software/hardware.
Microcomputer installation, configuration management,and maintenance
support are included within Systems Analysis and Design. This
modification to the subject synopsis adds tasking to the original
synopsis to more accurately reflect the overall scope of the
requirement. The original synopsis is reflected in this modification.
This procurement is a 100% small business set aside to be awarded on a
best value basis. An IDIQ, CPFF contract is anticipated to consist of
a base year plus four one year options. The SIC code for this
requirement is 7373. The approximate date for issuance of the
solicitation is 25 January 1996. A pre-proposal conference will be held
approximately four weeks after issuance of the solicitation. All
