Manager/315-330-2172. The primary objective of this forty-eight (48) to
sixty (60) month effort is to complete the Architecture-95 development
effort and support the United States Strategic Command (USSTRATCOM)
Intelligence Data Handling System (IDHS), at Offutt AFB NE,
transitioning to migration systems and an architecture consistent with
the Department of Defense Intelligence Information Systems (DODIIS)
Architecture. The effort will also maintain the applications, data
base, network interface, and software of the USSTRATCOM IDHS system, as
baselined in the existing USSTRATCOM IDHS environment; to integrate
USSTRATCOM IDHS with other systems that are implemented or planned as
nodes of the USSTRATCOM Intelligence Network (SINET); and to provide
software support, system development, integration planning,
familiarization/training, configuration management, quality assurance,
system documentation, and engineering support for new or existing
systems in the USSTRATCOM IDHS environment. A read library containing
technical information relating to this acquisition is available for
review by potential offerors at Rome Laboratory/IRDD, 32 Hangar Rd,
Rome, NY 13441-4114. Appointments for access may be made by contacting

Verification of secret clearance must be submitted to the Program
Manager, 1Lt Dennis Feerick, at Rome Laboratory/IRDD, 32 Hangar Rd,
Rome, NY 13441-4114, or faxed to his attention at 315-330-3913, prior
to access to the library. Foreign participation is excluded at the
prime contractor level. SECRET clearances will be required for
performance. An Ombudsman has been appointed to hear significant
concerns from offerors or potential offerors during the proposal
development phase of this acquisition. Routine questions, such as
clarifications of the Statement of Work or the terms and conditions,
are not considered to be ''significant concerns'' and should be
communicated directly to the Contract Specialist, Renee Arcuri,
315-330-4777. The purpose of the Ombudsman is not to diminish the
authority of the contracting officer or program manager, but to
communicate contractr concerns, issues, disagreements and
recommendations to the appropriate Government personnel. The Ombudsman
for this acquisition is Vincent Palmiero, Chief, Policy and Management
Division, at 315-330-7746. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
selection process.No telephone requests for the solicitation will be
honored. All requests must be addressed to the attention of the
Contract Specialist, Renee Arcuri, reference the code I-6-4327-L, and
the respondent's FAX number and Commercial and Government Entity (CAGE)
