ALTERATION MECHANICAL AND ELECTRICAL PROJECTS, AND FOR ENGINEERING
STUDIES AND REPORTS IN SUPPORT OF THE FACILITIES MANAG SOL SOL95-02 POC

/electrical engineering contractor shall provide personnel, equipment,
materials and facilities to accomplish all assignments set forth in
individual delivery orders. This work is associated with both major (in
excess of $1 million) and minor (less than $1 million) facilities
rehabilitation and alteration projects, and at least one contract in
each category will be awarded. The work will be performed at the GSFC
Greenbelt Campus, and will consist of (a) field investigations,
preliminary design, final design and follow-on services; (b) the
preparation of studies and reports associated with facilities
investigations, design, energy conservation measures, fire protection
and safety issues, and housing plan activities; (c) revision of
drawings; and (d) development of site and utility plans. One contract
will be associated with major mechanical and electrical utility systems
restoration projects, and will consist of a 1-year Indefinite Quantity
contract with three option years, negotiated on a fixed hourly price
basis, with a total contract value not to exceed $3,000,000. Depending
on the number and dollar value of projects approved, one or more
contracts will also be let in support of minor projects for
rehabilitation of heating ventilating and air conditioning systems,
electrical power and lighting systems, fire protection and detection
systems, street lighting and site utilities. These will also be 1-year
Indefinite Quantity contracts with three option years, negotiated on
a fixed hourly price, open end basis with a total contract value not to
exceed $1,000,000 for a period of four years. The above solicitations
will be 100% small business set-aside. This is not a request for
proposal. Firms responding to this announcement shall have a currently
accurate SF-254 on file at this Center, or submit a SF-254 along with
a SF-255 in their response to this advertisement. In addition to
providing information about the project owner's name an address, as
required in Part B of the SF-255, yo are also required to include the
name of the Project Manager and a current telephone number for
reference check purposes. The names of the selected firms for this
solicitation will be published in the Commerce Business Daily. The
NASA/GSFC Architect and Engineer Selection Board shall apply the
following general criteria in selecting firms: (a) specialized
experience of the firm in the type of work required; (b) capacity of
the firm to accomplish the work in the required time; (c) past
experience, if any, of the firm with respect to performance on similar
contracts with NASA, other government agencies, and private industry,
including such factors as control of costs, quality of work, and
ability to meet schedules; (d) proximity of the firm to the general
geographical area of the project, provided that there is an appropriate
number of qualified firms therein for consideration; (e) familiarity
with the area in which the project is located; (f) volume of work
previously awarded to the firm by NASA with the object of affecting an
equitable distribution of NASA architect and engineer contracts firms
that have had no prior or recent NASA contracts; and (g) special
criteria: PARTICULAR EMPHASIS IS PLACED ON MECHANICAL AND ELECTRICAL
ENGINEERING CAPABILITIES ASSOCIATED WITH RESTORATION AND MODERNIZATION
OF MECHANICAL AND ELECTRICAL UTILITY SYSTEMS, and on RESTORATION AND
MODIFICATION OF MECHANICAL AND ELECTRICAL SYSTEMS IN TECHNICAL
