to FAR Part 5, but is a Market Survey to identify sources with the
capability to provide Engineering, Logistics, and Program Office
Support for Special Operations Forces (SOF) Fixed and Rotary Wing
Aircraft. These services will encompass the support tasks as specified
in the Statement of Objectives (SOO) and a Performance Specification
for the AC-130H/U Gunship, MC-130 E Combat Talon I, HC-130P/N, C-141B
SOLL II, MC-130H Combat Talon II, MH-53J Pave Low, MH/HH-60 G Pave
Hawk, UH-1N, HH-1H Huey, HH-3E Jolly Green Giant, CV-22 Osprey, and
their associated avionics and support equipment. Requirements shall be
for both domestically and foreign owned aircraft. Proposed contract
requirements require potential sources to posses a SECRET and in some
instances a TOP SECRET Security Clearance. The period of performance
will be for five years consisting of a basic one-year contract period
and options to extend for four one-year periods. (1) Engineering
Services include, but are not limited to, the following: Analytical
Engineering, Modification Engineering, System Integration Engineering,
Engineering Design Packages, Combined Engineering Services,
Independent Engineering Tests, Fabrication of Proof-of-Concept Items,
Flight Testing, Creation or Updating of Drawings and Specifications,
Independent Technical Studies and Analysis Performance Engineering,
Software Engineering, Logistics Engineering, Acquisition Engineering,
Design/Development Re-Engineering. (2) Logistics Services include, but
are not limited to, the following: Program Management Reviews,
Production Working Group Support, Acquisition Planning Support, Program
Management, Master Schedule Maintenance, Program Management Directive
Matrix Maintenance, Configuration Control, Technical Order Development
and Modification, Logistics Studies/Analysis, Support Equipment
Requirements Studies/Analysis. (3) Program Office Support includes, but
is not limited to, the following: Integrated Weapons System Management
(IWSM) Sustainment, Management Documents, Weapons System Program
Assessment Review (WSPAR), Financial Management, Metrics Assistance,
Briefing and PresentationSupport, and Integrated Product and Process
Management Team Participation. A solicitation does not exist at this
time. This survey is for information and planning purposes only and
does not constitute and Invitation for Bid or Request for Proposal and
is not to be construed as a commitment by the Government. Respondents
to this notice will be sent a DRAFT Statement of Objectives (SOO), a
DRAFT Performance Specification, and a Contractor Capability Survey.
U.S. Contractors must provide approved DD Form 2345 with their request.
Contractors may obtain a DD Form 2345 Certification by contacting
Defense Logistics Service Center, at 1-800-352-3572. The extent of
foreign participation has not yet been determined and the release of
information will be determined at the time of request. Written

Request should contain Company Name, Address, Point of Contact, GAGE
Code, Phone Number, Size of Business pursuant to Standard
Industrialization Code (SIC) 8711 ($20M), and a statement of domestic
or foreign ownership. Foreign sources must include documentation
indicating the country of ownership. Large and small business are
encouraged to participate in this survey. All requests for information
must be received no later than thirty (30) days from the date of this
publication, with final capability responses due on or before 31 Jan
