Tidwell, Contract Specialist, 301-402-3074. The Computer Equipment
Resources and Technology Acquisition (CERTAN) for the National
Institutes of Health project's primary objective is to provide
information technology resources that meet scientific, managerial, and
administrative user requirements of the National Institutes of Health
(NIH) Institutes, Centers, and Divisions. CERTAN is designed to
provide the biomedical, statistical, and administrative computer
systems for which the Division of Computer Research and Technology
(DCRT) provides scientific and technical support. The CERTAN Corporate
Systems acquisition will encompass a MVS-compatible platform, a VM-
compatible platform, and an ''open system'' platform. Each platform may
consist of multiple processors. The compatibility- limited systems will
provide continued support for existing NIH and Department of Health and
Human Services (DHHS) legacy application programs and databases. In
order to maintain compatibility, the National Institutes of Health
proposes to acquire specific software on a sole source basis utilizing
the CERTAN Corporate Systems solicitation as the acquisition
mechanism. The CERTAN Corporate Systems acquisition will be conducted
by the Federal Computer Acquisition Center (FEDCAC), 83 Hartwell
Avenue, Lexington, MA 02173-3115 on behalf of the National Institutes
of Health. The Government anticipates awarding a fixed-priced
Indefinite Delivery Indefinite Quantity type contract with five years
available for the purchase of hardware, software, maintenance and
support services, and an additional three years during which
maintenance, consumable supplies and services may be obtained. In
accordance with the statutory authority 41 U.S.C. 253(c)(1) and the
Federal Acquisition Reference 6.302-1, the National Institutes of
Health intends to utilize the CERTAN Corporate Systems contract to

synopsis. All responses must be written and received within 45 calendar
days from the published date of this notice. Oral communication is not
acceptable and will not be honored. Responding firms shall submit a
statement of interest, capability statement, and descriptive literature
including sufficiently detailed documentation and complete pricing
information which establishes a capability to meet the stated
requirement. All responses should be brief and concise. No elaborate
proposal is requested. Responses requesting the solicitation without
the required documentation shall not be considered. A formal
solicitation document is not available. A draft solicitation document
for the CERTAN Corporate Systems acquisition is available on the
Hanscom Electronic Request For Proposal Bulletin Board (HERBB). The
HERBB may be accessed through a computer modem, 24 hours per day, by
