The Social Security Administration (SSA) is interested inobtaining information from vendors who have technology whichmight be applicable to the potential development of a proof ofconcept demonstration project to test the use of the Internet asa vehicle which employers may use to submit Annual Wage Reports(AWR)to SSA. Under the current AWR process,all employers whosubmit 250 or more W-2 forms must submit that data on magneticmedia or electronically via telecommunications. Employers whosubmit less than 250 W-2s may submit their AWR on paper W-2forms, on magnetic media, or using telecommunications. SSA is interested in reducing the volume of paper reports andoffering new electronic service options. The proof of conceptdemonstration will be directed towards employers who submit 15 orfewer W-2 forms to SSA. We envision these employers sendingdata on the Internet in one of two ways: 1) as a previously created AWR file, or 2) as a fill in form, both of which can besent/accessed via an SSA managed webserver using cryptographicenhancements and employer public key certificates. SSA is seeking vendor information relevant to both thedevelopment of W-2 files by the employer and the to Internettransmission of data, whether a file or a fill-in form, usingcryptographic enhancements to ensure confidentiality, data andsession integrity, and Agency and user authentication. SSA currently accepts diskettes, tapes, cartridges and electronictransmissions to a test Bulletin Board System (BBS) as serviceoptions for magnetic media wage reporting.
