Robert W. Herting (202) 326-4160. The Pension Benefit Guaranty
Corporation (``PBGC or ``the Corporation'') is a wholly owned United
States Government Corporation established to administer the pension
plan termination insurance program created under Title IV of the
Employee Retirement Income Security Act of 1974 (``ERISA''), as
amended, 29 U.S.C. Sections 1301-1461 (1988). The Corporation may need
to procure outside services from one or more qualified firms in
Washington, D.C. through full and open competition under a Basic
Ordering Agreement (``BOA''). See 48 CFR Section 16.703. Specifically,
the contractor or contractors determined to be qualified under the
terms of the BOA shall assist the Corporation and its Office of General
Counsel, with representation of the PBGC. PBGC and its Office of
General Counsel may seek assistance on a variety of matters including
litigation and negotiation of PBGC's claims, both in and out of
bankruptcy. The contractor or contractors should be able to provide a
wide array of legal services. Although it is not possible to predict
all areas in which services will be needed, the PBGC anticipates that
it may seek assistance of outside counsel in the following areas:
bankruptcy litigation, commercial transactions, security arrangements,
complex civil litigation, UCC matters, and administrative law. The
litigation and negotiations may be lengthy and complex in nature.
Contractors must be available to commence work on very short notice.
Therefore, at a minimum, prospective contractors must have a
Martindale-Hubbell ``AV rating'' for their law firm sufficient to meet
the PBGC's needs on short notice. Additionally, all contractors must
agree to abide by PBGC's policy regarding conflicts of interest. The
period of performance is from date of award through September 30, 1996,
with four one-year options. Request for copies of the solicitation
should be in writing and cite RFP 96-0006. Telephone requests will not
be honored. The closing date for receipt of request is fifteen (15)
