V -- EUROCONTROL CENTRAL FLOW MANAGEMENT UNIT (CFMU) COMPUTER ALLOCATED SLOT ASSISTANCE (CASA) SERVICE Contact Gina Gray, Contract Specialist, 618/256-6454. The Government is requesting a response from any contractors who could provide all personnel and equipment necessary to perform the following services: Analyze daily forecast route restrictions which result from the Computer Allocated Slot Assistance (CASA) system by EUROCONTROL'S Central Flow Management Unit (CFMU). Provide recommendations to HQ Air Mobility Command (AMC) which include points or areas of forecast air traffic congestion and suggested routings to alleviate congestion. Also provide centralized reception and analysis of AMC organic mission flight plans filed for departures under CFMU purview. Contractor will use published EUROCONTROL procedures to reduce or eliminate pending departure delay, should one be issued. Contractor must have the ability to track and analyze departure reliability data for each mission in the EUROCONTROL region. Specifically, a summary of mission departure data which includes ATC imposed restrictions, methods used to improve slot restrictions, and ultimate result of those efforts. These services will be required 24 hours per day, seven days per week. Average workload is 15-20 organic missions per day, with possibility of a quadruple increase during contingencies. Telecommunications connectivity must allow immediate exchange of information between contractor facility, EUROCONTROL in Brussels, Belgium; Tanker Airlift Control Center (TACC) at Scott AFB, IL, and major European airfield dispatch and/or US military command and control facilities used by AMC organic aircraft. Contractor must have capability of supporting missions with classified routings and/or destinations.
