X -- PRE-TRIAL DETENTION SERVICES (HOUSING, CARE AND SECURITY) FOR PRISONERS IN THE MIDDLE DISTRICT OF TENNESSEE. SOL MS-96-R-0007 POC Cindy Suter, Contracting Officer, 202-307-9368. This synopsis provides a modification to an earlier synopsis issued under RFP number MS-96-R-0007. The USMS seeks to obtain a pre trial detention services contract for the housing of approximately 160 prisoners in support of the Western District of Tennessee by March 1, 1996. Facility Requirements: 1. The USMS requires the complete operation of a detention facility capable of housing 160 prisoners. 2. Geographic Restriction: The facility shall be located within 50 miles of the Federal Court located in Memphis, TN. 3. The facility shall include the following: An infirmary shall be provided to support 24-hour a day medical care. There shall be a drive-through type vehicular sallyport. There shall be separate access to the facility for prisoners, services, and public entry. There shall be a maximum security perimeter barrier or fence with appropriate lighting for the site, configuration and location of the facility. There shall be a public lobby. Indoor and/or outdoor recreation shall be provided. There shall be a law library or a general library. 4. The contractor shall operate the facility in compliance with the most recent standards for adult detention facilities promulgated by the American Correctional Association (ACA) as well as all local, State and Federal code requirements for a correctional facility both structurally and operationally. 5. Operations shall include, but not limited to: 1) Management, 2) Guard/Security Services, 3) Food Service, 4) Medical and Dental Services, 5) Laundry Service/Facilities, 6) Prisoner Transportation and Guard Services, 7) Library Services and 8) Any and all other required Services. 6. Service contract employees may be required to meet and press extensive law enforement background investigations. 7. The Contract term shall be one year with four, one year options. (0346)
