Systems Command intends to contract with Allison Engine Company for the
upgrade and production of Version 6.1 EAUs (Engine Analyzer Units)
which will monitor T56-A-427 engine performance parameters for the E-2C
aircraft. Allison Engine Company originally designed the EAU as a part
of the T56-A-427 engine development program. Several of the major
components of the current EAU (version 4.1) have either gone out of
production or are in the process of being phased out by their
suppliers. Hence it is no longer possible to produce the current
version 4.2 EAU, as designed. The performance specification that the
new EAUs will be measured against is an Allison specification, an
update to the one used in the original T56-A-427 development program.
The redesign of the EAU will result in a requalification effort, and
only Allison has the technical knowledge to evaluate whether or not the
new EAU's engine monitoring performance meets the specified criteria.
Therefore, Allison is the only source capable of developing, qualifying
and manufacturing the EAU consistent with U.S. Navy requirements. For
