S. Customs Service (USCS) intends to solicit and award a contract for up to ten X-ray systems for the non-intrusive inspection of commercial trucks and tractor trailer trucks for illegal narcotics, primarily along the southwest border. The systems consist of American Science & Engineering, Inc. (AS&E) patented CARGOSEARCH and MICRO-DOSE X-ray flying spot technology, generated by high voltage x-ray tubes, in combination with very sensitive transmission and backscatter detectors. An integral part of the system consists of a vehicle transport system to pull the driverless trailer trucks through the X-ray building, commonly referred to as the cabinet, which will meet the requirements of 21 CFR 1020.4 for cabinet x-ray systems. The transport controls the scan speed and is synchronized with the X-ray system. The requirement will be processed under the authority of 10 USC 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Prospective contractors who believe they can successfully propose must provide specific and detailed technical documentation to support such claims and abilities within 15 days of this publication.
