The Financial Management Service (FMS) intends to procure patented ink jet cartridges (Patent Number DES 327,291) from Troy, Inc. of Santa Anna, CA. The cartridges are for use on Troy CFO480 Checkprint equipment utilized by FMS at its Regional Finance Centers. The procurement will cover the estimated requirements for a fiscal year 1997 base year plus options for fiscal years 1998, 1999, 2000 and 2001. The ink jet cartridges are required to supply a non-smudging ink onto US Treasury check stock using Post Net Bar Code Printers developed and manufactured by Troy, Inc. specifically for the CFO480 Checkprint equipment. Additionally, the cartridge shall print bar codes onto, at minimum, 100,000 checks with sufficient clairity, positioning, and reflectance to be read by the US Postal Service's bar code readers. The cartridges shall be compatible with the unique physical configuration of the Post Net Bar Code Printer and function by utlilizing existing proprietary software owned by Troy, Inc. All requests for the solicitation must include technical data and any physical specifications that clearly demonstrates the requestor's product meets the above criteria. Any request failing to include the technical data and specifications will be considered non-responsive and a RFP will not be furnished to the requestor.
