A -- MEASUREMENT AND TESTING OF SEMICONDUCTOR AND MICROWAVE DEVICES SOL N00014-96-R-GP01 POC Geoffrey B. Pennoyer, Contract Specialist, Code 3220.GP, (202) 767-2550, Kevin M. The Naval Research Laboratory (NRL) has requirement for a contractor to conduct failure physics and reliability investigations of semiconductor devices and to develop and test these devices. This will be a 100% small business set-aside procurement. These devices are among the following: (1) research and development deliverable products from NRL's basic research contracts, (2) devices to be made available for use in future Navy microwave systems, or (3) devices developed internally. This work will be conducted on-site at NRL. NRL has established extensive failure analysis facilities, accelerated testing facilities, molecular beam epitaxy (MBE) growth facilities, device fabrication facilities, and device testing facilities. Theoretical modeling of the devices will be investigated. The contractor will provide engineering services in the following nine task areas: (1) Reliability Testing of Devices, (2) Radiation Effects Testing of Semiconductor Devices, (3) Fabrication and Testing of Semiconductor Devices, (4) Maintain, Operate and Upgrade III-V Molecular Beam Epitaxy Facility, (5) High-Energy Ion Implantation for Microwave Devices, (6) Microwave Measurements, (7) Microwave Device Characterization and Modeling, (8) Trapping Studies, and (9) Consulting services in the general areas of design, modeling, performance, and applications of solid state microwave devices and circuits are also required. There will be a one year contract with two options, each for one year. Potential contractors will be allowed to inspect the facilities during a site visit.
