Defense Program for participation in ''Ground Based Radar (GBR)
Discrimination Analysis and Design (DA&D)'' effort. The proposed
contract action is a follow-on to Contract DASG60-92-C-0196 with
XonTech, Inc., for supplies and services for which the government
intends to competetively solicit and negotiate. The contractor will be
required to 1) Deliver to the government, specifications (code and
documentation) of advanced radar discrimination algorithms, consistent
with the GBR system developer's discrimination architecture and radar
resources, 2) For each algorithm, provide the government with the
operational requirements and parameters (such as, waveforms, pulse
repetition intervals, data sampling intervals) as a function of target
size, shape, motion excursions, radar viewing geometry sensitivities,
and engagement variations, 3) Develop a discrimination testbed
capability at the Advanced Research Center, Huntsville, AL which shall
include seeker and BM/C3 models of sufficient fidelity to perform
Monte Carlo analysis of discrimination algorithms and architectures, 4)
Determine how delivered discrimination algorithms and the GBR system
developer's architecture can be leveraged to support the system
architecture in such areas as missile system identification, intercept
planning, target object map creation, handover, aimpoint selection,
and kill assessment, 5) Provide an independent expert analysis on the
GBR system developer's discrimination architecture and analyze radar
data from flight test experiments to evaluate the effectiveness of the
GBR system developer's discrimination function, 6) Conduct additional
discrimination development as necessary for the TRD advanced threats,
pen aids, and countermeasures. A current TOP SECRET facility and
storage clearance will be required for performance. Firms that believe
they can perform this requirement may submit a capability statement.
The statement must include: (a) description of general and specific
assets/facilities, (b) total number of personnel and professional
qualifications of scientists, engineers, and personnel specifically
qualified in this R&D area, (c) list of pas discrimination contracts
with a description of specific innovations, or significant products
accepted by the discrimination, radar, or test communities, (d) List of
radar discrimination algorithms currently available for near term NMD
RTD support (e) description of test flight data library/sources
available for evaluating discrimination algorithms, (f) description of
data processing capabilities for analyzing GBR test flight
discrimination performance. The above stated information must be
submitted in writing within fifteen (15) days after publication of this
notice to U.S. Army Space and Strategic Defense Command, ATTN: Belinda
Williams, CSSD-CM-CT, P.O. Box 1500, Huntsville, AL 35807-3801 and
cite number DASG60-95-0141. This notice is not a formal solicitation.
It is anticipated that this program effort will not be open for
participation to foreign firms at the prime contract level. Small
business firms responding should indicate whether they are a small
disadvantaged business, the size standard for which is 1,000 employees
