In order to increase homeownership rates nationwide, participating organizations and individuals determined the following topics must be addressed: production, financing, building communities, opening markets, homeownership education and counseling, and raising awareness. A contract for a base period being from date of contract award through 9/30/96 with option periods not exceeding 12 months and a total contract period not exceeding 36 months (includes options).
