Officer, Tactical Aircraft Programs (PMA-259) is currently evaluating
risk reduction efforts undertaken by Hughes Missile Systems Company
and the Raytheon Company. Each of these firms is under contract to
NAVAIR as part of the AIM-9X Demonstration/Validation (DEM/VAL) Program
and are potential offerors for the upcoming Engineering and
Manufacturing Development (E&MD) phase. NAVAIR is providing assessments
of the test results to Hughes and Raytheon as part of their DEM/VAL
contracts. The Government is also interested in assessing any efforts
similar to DEM/VAL efforts by other potential offerors who are outside
the AIM-9X DEM/VAL program. This assessment would include risk
reduction efforts and test activity, both actual and planned. Only U.
S. companies with a SECRET clearance which have prototyped Short Range
Air to Air Misile (SRAAM) technologies should respond. Responses
should address (a) The company's concepts, (b) any related testing
and/or demonstrations performed to date or scheduled within the next
twelve (12) months and (c) risk assessments relative to PRELIMINARY
SECRET Specification AS-5780. The concept discussion should include a
description of the following: detector (including uniformity), cooling,
gimbal platform/stabilization, signal processing including algorithms
used in each seeker mode, and availaible SRAAM simulations and their
maturity (e.g., 6 Degree of Freedom (6-DOF) analysis). Responses should
also discuss the company's all up round (AUR) design approach to
include weight, length and center of gravity, target acquisition and
tracking before launch, kinematic performance inclduding probability of
kill, lethality modeling and simulation, and approach to integration on
the F/A-18C/D and F-15C/D aircraft. Request for access to AS-5780

extension 3387. Responses are limited to one hundred (100) pages,
including an executive summary which is not to exceed ten (10) pages
and are requested by close of business 15 January 1996. Please submit
three (3) copies. Non-printed media (e.g., video tape) may be included,
however a brief written summary of the mterial should be included in
the executive summary. A one (1) hour summary briefing at NAVAIR may be
requested. Companies should also indicate in their response if a site
visit would be appropriate. NAVAIR will protect proprietary information
from unauthorized disclosure. Classified responses should be hand
delivered to the Security Office at the Naval Air Systems Command,

promise to contract, nor a commitment of any kind. The Government will
