The Air Force is contemplating a modification to the Civil Reserve Air Fleet (CRAF) Aeromedical Evacuation Shipset (AESS) also known as the A/A99S-3, Conversion Set, Aircraft Mission. The CRAF AESS was designed and manufactured by E-Systems of Greenville, TX. It is a conversion set which allows a Boeing 767 passenger aircraft to be converted to accomplish an aeromedical evacuation mission. The conversion set includes a 450 liter liquid oxygen system, a 110VAC/240amp/60Hz power converter set, and patient transport subsystem consisting of litter stanchion and arms, a nurse's station, oxygen distribution system and electrical distribution system. The liquid oxygen system and the power conversion system are pallet mounted and located in the forward cargo hold of the B-767 while the patient transport subsystem is located on the passenger deck and mounts to the seat tracks. The CRAF AESS is operated under a B-767 Supplemental Type Certification (STC) #SA5039W-D approved 23 Mar 91. Currently 44 CRAF AESS units are held by the Air Force and maintained by E-Systems. The Air Force desires to modify the CRAF AESS units in such a way as to make them compatible with the DC-10 aircraft as well as the B-767 aircraft. No permanent modifications are permitted to be made to the DC-10 aircraft in order to accommodate the CRAF AESS. The modification must include an FAA approved change to the STC to include the DC-10 aircraft as an approved CRAF AESS platform. It is envisioned that the modification may require the development of mounting plates to compensate for different seat track widths, electrical extensions and oxygen hose extensions. Regardless of the method of modification, the modification must not degrade the ability of the CRAF AESS to withstand a 9G deceleration and the same deceleration requirement will apply when the CRAF AESS is mounted on the DC-10 aircraft. The successful offeror must be certified by the Federal Aviation Agency (FAA) to perform maintenance/modifications to the CRAF AESS in order to maintain the B-767 STC while the modification is underway.
