A -- NEW WORK MODIFICATION TO NAS5-32340 WITH ALLIED-SIGNAL TECHNICAL SE RVICES, INC. SOL RFP5-62491/268 POC Lynn Ann Jenner, Contract Specialist, 301-286-6145 Stephen P. This is a notice of intent to issue a Request for Proposal (RFP)5-62491 on a sole source basis to NAS5-32340 to add new work in providing engineering services for the Very-Long-Baseline-Interferometry (VLBI) mission of the Space Geodesy Program (SGP) pursuant to U.S.C. 2304(c)(1)--Only One Responsible Source, beginning in April 1996. ATSC is uniquely qualified to carry out the mission of the VLBI system. ATSC has been involved in VLBI experiments and work since 1981, and has designed, built, and maintained the VLBI system--the most successful in producing geodetic VLBI results. ATSC is the only contractor possessing the knowledge, experience, and trained personnel capable of this mission within the time required for delivery. ATSC, under the existing SLR contract, shall provide engineering services to implement, operate, and maintain the VLBI network of stations around the world. The tasks for this mission include five main categories: (1) Hydrogen Maser Frequency Standards support; (2) Low Noise Amplifier, Cryogenic Systems and Low Noise Microwave Receiver support; (3) Support to the SGP VLBI Field Operations; (4) Kokee Park Geophysical Observatory (KPGO) support, including Depot Maintenance and Logistics support, and; (5) Documentation support conforming to the Spaceflight Tracking and Data Network (STDN) Documentation system. ATSC will also develop and maintain an SGP VLBI Equipment Maintenance Procedures manual. This effort will be for the last eighteen months of the subject contract beginning May 1996 through October 1997. Beginning in late 1996, however, a competitive solicitation will be issued combining the efforts of SLR and VLBI work into one contract. This is being done to promote competition and provide savings to the Government by eliminating duplicate administrative and managerial functions by both the Contractor and the Government. The ATSC SLR new work modification at this juncture will allow the VLBI and SLR contracts to be combined into a single, consolidated and competitively procured contract in 1997.
